About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 66 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services. This is a permanent position.

Duties

Perform audits with precedent including researching and examining information related ensure compliance with laws, regulations, or audit readiness, and to promote operational effectiveness and efficiency of programs, processes and policies. Develop and/or evaluate audit programs to ensure an appropriate risk-based approach and prepare and review working papers. Develop drafts and final segments of audit reports which present findings, identifies causative situations and recommends corrective action. Evaluate the validity of findings and recommendations identified by external audit agencies Conduct in briefs and exit conferences with senior level officials to communicate audit objectives and results. Organize work and determines short or long term goals to achieve and monitor progress. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If filled at the GS-11 level, duties will be performed in a developmental capacity under supervision.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain, and maintain for the duration of employment, a Secret security clearance.
  • This position requires you to complete Financial Management (FM) Level II Certification within 2 years of being hired into the position.

This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Performing routine or limited audits of accounting and operational functions; Assisting higher-graded auditors with full-scale, more complex audits; Providing professional advice and assistance in matters involving regulatory requirements, statutory provisions, procedures, systems, or problems arising from changes in mission, programs, or organizational structure; Furnishing requested data or information concerning completed or on-going local audits/projects; Preparing lead sheets to identify any potential weaknesses in internal controls that need further study. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. Continuation of Qualifications:

Combination of Experience and Education Substitution for Specialized Experience for GS-11:
If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts.)

Experience Required GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Providing recommendations in the solutions of operational problems and implementation of new or changed regulations, procedures and analyses of automated systems internal controls; Auditing automated internal systems in order to identify the need for changes to enhance system capability; Performing a variety of internal audit assignments of advanced complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data; Preparing audit plans based on use of the most appropriate advanced techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
