This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The HQ, US MEPCOM, North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces and through its 66 military processing locations determines if applicants are qualified for enlistment based on standards set by each of the service.
Duties
As a Supervisory Auditor, you will:
Perform the full range of supervisory and managerial responsibilities.
Supervise complex analysis and evaluations related to all aspects of recurring performance management, management control and risk management
Interpret financial policies and procedures generated by higher headquarters to include implications of immediate and long range management activities, plans, and decision.
Supervise a variety of audits that are usually without precedent and require the use of advanced auditing, analytical, and financial audit techniques in gathering and evaluating pertinent data.
Understand/implement Commanders guidance and priorities for audit planning and execution, while working in a cordial manner with Command and Staff elements, providing timely, accurate, reliable audits based on completed staff and analytic work.
Serve as command representative and POC for external agencies (Government Accountability Office (GAO), DoD Inspector General (DODIG), and US Army Audit Agency (USAAA), etc.) regarding their evaluations, surveys and/or audit findings/recommendations.

Qualifications
**Telework eligible position - Position has an official duty location of North Chicago, IL and is eligible for Situational Telework at the discretion of the Command. This position is NOT eligible for remote work (remote duty location). If telework is approved, selectees will be required to report to their official duty location as outlined in their telework agreement.**

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:
Degree: Bachelor's degree or higher in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must upload a copy of your school transcripts).
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (You must upload a copy of your school transcripts). The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND
Specialized Experience Qualification: To qualify based on your work experience, your resume must clearly describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Supervising, leading, mentoring and rating subordinate employees in a successful manner; AND Demonstrating success in teamwork, collaboration, and communication with staff at all levels; AND Planning work to be accomplished among lower-graded auditors in accordance with established workflow or job specialization; AND Performing professional audit activities involving the analysis of business records; AND Auditing performance of command operations and operations support business activities; AND Preparing audit plans based on use of the most appropriate auditing techniques; AND Evaluating the validity of findings and recommendations identified by external audit agencies. This definition of specialized experience is equivalent to the next lower grade (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
