The primary purpose of this position is: To carry out those duties designated by the NAF CSS Director and to provide advice and guidance to subordinate wings regarding military and civilian personnel, manpower, and administrative programs.

Duties

Plans, organizes, and oversees military personnel activities within the NAF Commander's Support Staff (CSS) plus manpower and civilian personnel functions. Serves as the point of contact for specific programs for the NAF manpower and civilian personnel liaisons with servicing the Force Support Squadron on civilian personnel and manpower actions. Plans, organizes and executes all NAF information management and personnel activities. Monitors the Unit Manpower Document (UMD). Performs recurring assignments. Carries out special projects and participates in special initiatives and studies.

  • Must maintain working contact with subordinate wing CPO and HQ AFRC staffs. Must have a working knowledge of military personnel, civilian personnel and manpower regulations/procedures.
  • Should have a working knowledge of MilPDS, MPES and DCPDS.
  • The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments.
  • May be required to work overtime, including weekends and holidays when the occasion demands.
  • Performs other related duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) applying personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers; (2) interpreting established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution; (3) executing administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data; (4) understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of administrative and military personnel policies, manpower, civilian personnel, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions; knowledge of the automated systems, personal computers, hardware, and software. Knowledge of military and civilian personnel and manpower data systems: MilPDS, MPES/BO, DCPDS,etc 2. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately to increasingly difficult assignments; ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and inwriting. 3. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. 4. Knowledge of administrative processes and procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management; knowledge of staffing principles and processes in combination with practical knowledge of classification, employee development, labor and employee relations. 5. Knowledge of the organization's structure and functions to assist in reviewing proposed changes to organizations and drafting functional statements and organizational charts. 6. Knowledge of clerical or technical procedures and requirements related to manpower and management analysis to be able to process MCRs and answer questions concerning the UMD. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
