This position is to support Facility Management Service (FMS) at the Boise VA Medical Center (Boise VAMC). The primary responsibility is to provide administration management support to the Chief and may represent the ideals of the Chief in administrative matters as well as other VA and non-VA entities. Assists with the principal objective of optimal utilization of staff, space, equipment, and managing operating funds.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels: GS-07, GS-09 OR GS-11. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11.
Major Duties Include:
Assists all Supervisors and the Chief and Assistant Chief of FMS with personnel management program actions including recruitment, classification, staffing, training, and travel.
Participate in decision-making processes and matters that involve financial resources, personnel matters, administrative overarching operations functions, and other unique elements.
Coordinates with multidisciplinary teams to develop and implement the needs of the service, Boise VAMC, and outlying Community Based Outpatient Clinics.
Maintains a working knowledge of the Personnel Identity Verifications (PIV) badging system and coordinates clearances and access for all FMS staff.
Responsible for all aspects of a comprehensive personnel management program for all sections under the department, which entails overseeing and performing a full range of human resources management and administration activities for a large organization.
Acts as the liaison with Human Resources concerning minor to complex personnel and labor relations issues.
Assists supervisors in projecting staffing needs, writing position descriptions, developing job analyses, and preparing performance plans and appraisals.
Other related duties include resolving a variety of day-to-day personnel and payroll issues and providing consultation and assistance to Section Chiefs and Supervisors relative to the recruitment and selection of employees within the framework of the Office of Personnel/VHA regulations.
Independently develops and implements solutions to the complex issues that arise between the various departments throughout the Medical Center and with external customers.
S/he is trained in the process of improvement and is a key facilitator for performance improvement activities; creating innovative solutions to problems, devising new methods of securing needed information, evaluating system outputs for accuracy and effectiveness, and examining impact on other programs before finalization.
Performs and oversee the routine administrative functions performed by subordinate employees.
Prepares and oversees preparation of a wide variety of documents, including policies, position descriptions, performance standards, reports, etc. Incumbent records and prepares meeting minutes. Incumbent reviews rough draft documents; edits composition; and corrects punctuation, abbreviations, and grammar.
Maintains the files for FMS, including construction files, annual service files, and legal and long-term files.
Maintains the training records for the service assuring that training is properly recorded in the education tracking system.
Assists with budget formulation and management for FMS; prepares a variety of budget analyses and maintains budget records.
Prepares and assembles charts, data, reports, narratives, and statistical materials that are provided for justification for the budget.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning.
Acts as the FMS Control Point Clerk in the absence of the Budget Technician.
Assists in the preparation of 2237 requisitions and estimated 1358 obligations for electricity, water, gas, sewage, Compensated Work Therapy program, and GSA leased vehicles.
Determines appropriate fund control points, cost center codes, and BOCS.
Ensures all building services contracts for Boise VAMC, CBOCs, and outreach clinics, are obligated and purchase order numbers assigned; ensure funding is available for these contract obligations.
Supervises the Invoice Payment Processing System for payments.
Works directly with the Contracting Officer Representative (COR) in resolution of many day-to-day issues that arise with financial management of these contracts and utility payments.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SPECIALIZED EXPERIENCE FOR ADMINISTRATIVE OFFICER:
GS-7: One year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assists with submitting personnel action requests, including recruitment and classification. Primary responsibility administration management support and is authorized to represent the ideals of the Chief in administrative matters. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates and hours worked per week.
GS-9: One year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Acts as the liaison with Human Resources concerning minor to complex personnel and labor relations issues. Assignments involve qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios; organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. GS-11: one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: Evaluates work performance of subordinates. Assists with all personnel management program actions including recruitment, classification, staffing, training, and travel. Advises division managers of available resources. Responsible for assisting in the attainment of established service and related management goals as well as for developing, implementing, and integrating management policies. EDUCATION REQUIREMENTS:
- GS-7: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR,
- Superior Academic Achievement (SAA): This provision recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum related to the position.
- SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
- Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.) - Applicants must have a grade-point average of:

- GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level education beyond 2 years or LL.B or J.D., if directly to the position. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first year (18 semester hours). To determine if you meet this requirement, total your qualifying experience as a percentage of the year of specialized experience required at the GS-9 level. Then determine your education as a percentage of the education that meets the requirements for GS-9. Add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for GS-9.
Example: The position to be filled is an Administrative Specialist, GS-0341-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of progressively higher-level graduate education. The applicant meets 50 percent of the required experience and 25 percent of the required education. Therefore, the applicant meets only 75 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
- GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D or equivalent doctoral degree; completed 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if directly to the position. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond a masters or equivalent degree. To determine if you meet this requirement, total your qualifying experience as a percentage of the year of specialized experience required at the GS-11 level. Then determine your education as a percentage of the education that meets the requirements for GS-11. Add the two percentages.
