The incumbent will perform the full scope of the duties and responsibilities under normal supervision as Administrative Specialist within the Physical Medicine and Rehabilitation Service at the Boise VA Medical Center.

Duties

Duties included but not limited to: The incumbent researches new or improved processes or practices for potential application to service operations; analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals, or objectives to ensure compliance with regulations. Serves as the technical expert in operational, Labor Management, EEO, human resource and personnel administrative issues. This includes responsibilities for reviewing organizational changes, position descriptions and performance standards. In addition, provides guidance on employee leave and attendance policies, discipline and adverse actions, awards and recognition, recruitment and placement, position management and classification, and continuing education activities. The incumbent is responsible for formulation and execution of annual budget items. Incumbent gathers and analyzes budget needs of PM&RS and monitors all phases of the budget process within administrative requirements. Oversees purchase card program, fee-basis and grant funded positions. Incumbent serves as a Funds Control Point Official. Incumbent is responsible for tracking, reporting, and communicating Human Resources actions and employee educational requirements. Leads PM&RS in making resource allocation decisions involving resources which include: FTE ceiling, salary budget, supply budget, equipment budget, space utilization, DSS/Managerial Cost Accounting system. The incumbent is responsible for collecting accurate data and reporting the cost of services rendered. Paramount to this responsibility is ensuring effective and efficient personnel and position management. The incumbent assists as service level patient advocate; responsible for communication with Veterans and family regarding concerns, White House Hotline, and Congressional complaints. Incumbent meets the needs of customers while supporting VA mission. Work Schedule: 7:30 - 4:00 M-F Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 04/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements with in 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Exercise fiscal management responsibilities in developing the annual budget plan, budget review, budget forecast, and Fund Control points. Acts as a liaison between different departments to ensure accountability, accuracy and timeliness in staffing management. Analyzes new or proposed regulations to determine impact on operations and management; and develops or modified administrative program policies, regulations, goals or objectives to ensure compliance with regulations. Serves as the technical expert in operational, Labor Management, Equal Employment Opportunity, human resource and personnel administrative issues, to include responsibilities for reviewing organizational changes, position descriptions and performance standards. Assists as service level patient advocate; responsible for communication with Veterans and family regarding concerns, White House Hotline, and Congressional complaints. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree OR I have successfully completed a LL.M., if related. TRANSCRIPTS REQUIRED.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree or equivalent graduate degree that is equal to at least 100% for this grade level. TRANSCRIPTS REQUIRED.. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
