This position is to support Police Service (PS) at the Boise VA Medical Center (Boise VAMC).The Boise VAMC is part of VA NW Health Network (VISN 20), which includes facilities in Alaska, Washington, Oregon, and Idaho. This is a non-delegated position without the authority to make arrests. The Boise VAMC is a 49-bed medical-surgical facility with an adjacent 32-bed extended care unit, a 10-bed inpatient substance abuse ward, and an 18-bed Residential Substance Abuse facility.

Duties

The incumbent works directly for the Chief and Deputy Chief of Police providing administration management support. The incumbent is authorized to represent the ideals of the Chief in administrative matters, and as necessary, to coordinate and direct such matters with other clinical and administrative services as well as other VA and non-VA entities. Incumbent is responsible for all administrative processes and instituting new processes or improvements to existing ones. The incumbent also assists the Chief with the principal objective of optimal utilization of staff, space, equipment, and managing operating funds. The incumbent relieves the Chief, Deputy Chief, and supervisors of as many administration duties as possible to allow them more time to devote to their primary missions within the service and the medical center. PROGRAM MANAGEMENT: Incumbent will provide recommendations in the development, and periodic updating of local VA law enforcement and security policy for the Department of Veterans Affairs (VA). This position will assist in ensuring compliance with law enforcement policies designed to ensure the preservation of the public peace, the protection of life and property, the prevention of crime, the arrest and prosecution of violators of law, and the proper enforcement of all laws, regulations, directives, and administrative issuances related to the VHA and its associated facilities. Compliance duties consist of auditing, analyzing, and developing reports and action plans related to key program indicators published by the Office of Security & Law Enforcement, Office of Inspector General, Government Accountability Office, and any other agencies conducting audits of the VHA's law enforcement and security programs. The incumbent is a key participant in process improvement initiatives and drives police service in being a High Reliability Organization (HRO). VISN Level Responsibilities: Coordinate's quality assurance program across the VISN by coordinating efforts or functions that impact multiple Medical Centers and sites of care. Participates and leads in community of practice (COP) across Medical Centers and VISNs with VHA Police Services. Develops and leads implementation of VISN-wide initiatives on behalf of VHA Police Services and VISN Leadership. Acts on behalf of VISN Police Services leadership and VHA Police Services leadership as needed to coordinate and manage a multi-Medical Center quality assurance program. As required, conducts audits, manage action plans, writes local policy and provides oversight of quality assurance program at other Medical Centers across the VISN. Serves as a quality assurance consultant to VISN leaders, Medical Center Leadership, and Police Services as needed. Administrative Work: The incumbent will assist all supervisors and the Chief and Deputy Chief of Police with projecting staffing needs, writing position descriptions, and developing job analysis. Other related duties include resolving a variety of day-to-day personnel and payroll issues and providing consultation and assistance to Section Chiefs and Supervisors relative to the recruitment and selection of employees within the framework of the Office of Personnel/VHA regulations. Develops status reports or response materials for the Chief for higher-level attention, review, or signature. Incumbent ensures that the office adheres to reporting requirements at all levels. Attends meetings and represents PS or the Deputy Chief as required. Performs other related duties as assigned. Work Schedule: Monday - Friday 7am - 3:30pm Compressed/Flexible: May be available. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Employee is considered an expert in VA policies, regulations, and guidelines applicable to the medical center security programs and operations. Must have knowledge in advising VISN Security Officer, Chief of Police and Medical Center Leadership on the policy and legal requirements of the program. Knowledge of criteria, equipment, and techniques of VISN and Facility VA security administration and programs to resolve well-defined questions and conditions that uniquely arise in the course of program activities compliant to applicable VA Law Enforcement guidelines. Knowledge of VA security administration and protection regulations, policies, procedures, and practices to serve as a participant in meetings and ad hoc committees developing local VA implementing plans and instructions. Knowledge of the interrelationship of personnel, information, industrial, automation, police program evaluators, and VIP visits. To qualify based on education for this grade level you must have I have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and post high school education as described above that demonstrates the ability to perform the duties of this position. For the GS-09, only graduate education in excess of 18 semester hours (1 years) is creditable.
