Duties
This position is located in the Office of Inspector General (OIG), Office of the Assistant Inspector General for Administration and Management, Office of Training and Development (OTD).

Qualifications
To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE qualifications for the grade(s) at which you are requesting consideration. Applicants must meet qualification requirements by the closing date of this announcement.
Specialized Experience:
To qualify based on experience, you must have at least one full year of specialized experience equivalent to the work performed at the next lower grade level for this occupation. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.
GS-14: Specialized Experience
You may qualify at the GS-14 level, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-13 grade level in the Federal service, Public or Private Sector:
assessing training requirements, developing, and articulating reports and briefings to independently develop training to meet the needs of the organization
developing, collecting, and analyzing data to support training and development goals
analyzing and interpreting broad and technical regulatory information and guidance and providing advice to management and employees on available options
knowledge of the human resources development theories, concepts, laws, regulations, and principles as well as state-of-the-art human resources development theories and practices regarding career development
Individual must also demonstrate in their resume they have experience in each of the following competencies listed below.
Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or work products that your organization produces, including individuals who work in the agency, other agencies, or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services, is committed to providing quality products and services.
HR Information Systems - Knowledge of HR management concepts, principles, and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements, and delivering and maintaining HR information systems.
Employee Development - Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions, commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to non-verbal cues, and responds appropriately.
