Duties
This Program Manager position is located Enterprise Support (ES), Training & Development (T&D), Training Operation Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Manages the development and delivery of TSA training products, including optimal schedules, scope, time, resource, and quality control measures for assigned program(s). Recommends appropriate training strategies based on program/project requirements to achieve overall economies and training program efficiency. Oversees training projects to ensure adherence throughout all phases to established scope, timeframes, and performance requirements consistent with policies and program requirements.
Monitors and analyzes training delivery and reports to assess progress relative to established annual training delivery schedule, objectives, and enterprise commitments. Identifies areas/issues with potential for failure to meet deadlines and milestones; determines and implements appropriate action(s) mitigate and get training delivery back on track.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Participate fully in the Performance Management Program by providing regular feedback and engaging with subordinates.
Provides management oversight and direction to assigned team members and staff to support execution of annual training delivery plan. Engages key stakeholders, operational subject matter experts, management personnel, and TSA leadership to gain support for the overall program, and concurrence on training delivery and student engagement activities.
Provides recommendations for integrating innovation and creative solutions based on research, trends, and best practices. Develops written documentation, presentations, and reports that achieve the purpose of the communication, adhere to applicable style guides, and are tailored for the audience.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14, you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Providing counsel to senior leadership on the development and implementation of technical training, multi-year strategic planning initiatives and the development and implementation of communication strategies and;
Leading others while balancing and prioritizing tasks according to the demands of a workload.; and
Organizing, planning and coordinating the functions, provisions, schedules, and administrative activities, which are required to conduct training programs; and
Evaluating training delivery and providing recommendations for staff and program improvement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
