Duties

This Supervisory Program Manager position is for Enterprise Risk Management located Strategy, Policy Coordination, and Innovation (SP&I), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as the principal advisor to the SP&I Executive Director on highly complex and challenging matters relating to enterprise risk, risk-based security, and risk management matters affecting all TSA programs and internal and external stakeholders. Developing enterprise risk management policies and objectives and provides general guidance for addressing enterprise risk, and ensuring policies, procedures, and approaches take into consideration TSA policies, government-wide rules and regulations, and external concerns. Responsible for establishing enterprise-wide risk-based security (RBS) and risk-based management (RBM) strategic planning for TSA. Oversees the coordination and development of TSA's ERM governance structure and risk mitigation activities, including risk-management roles and responsibilities for TSA offices, as well as ensuring risk assessment activities align with TSA mission, objectives, and key priorities. Serves as a key liaison between leaders, senior management, subject matter experts, external partners, external agencies, and businesses on enterprise risk initiatives, and ensures efficiency between TSA's efforts and its strategic goals. Developing and presenting proposals, updates, issues, and findings to senior management inclusive of suggestions, risk mitigation, key risk indicators, cost benefit analysis and action plans. Exercises full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff includes, but not limited to, assigns work, sets priorities, and reviews and evaluates work and performance. This includes planning and facilitating meetings and training coordination. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Planning, directing long-range policy studies, projects, or program analyses that address broad organizational issues that significantly impact key agency strategic objectives and operations for an Enterprise Risk Management program; and Utilizing risk management principles to conduct risk analysis and evaluations in order to provide solutions for operational and administrative challenges; and Experience serving as an advisor or consultant to senior management on enterprise risk management/governance/operational issues. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
