This position is located at the National Cemetery Administration in Washington, District of Columbia.
Duties
Responsible for the assistance in providing and administrating support in the planning of an effective NCA financial testing and training program for iFAMS. Specific duties include:
Responsible for ensuring all training materials, standard operating procedures (SOPs), and NCA iFAMS quick reference guides (QRGs) relating to processes and procedures required cemetery staff to successfully input transactions into iFAMS are reviewed and updated as procedures change or every 24 months, whichever comes first.
Under supervision of Supervisor, works to standardize, integrate, and streamline financial processes including budgeting, accounting, resource management, and financial reporting. Reviews existing NCA Financial Management processes and in coordination with NCA Subject matter experts assists with sustainment initiatives to simplify and document business processes.
Maintains reporting tools to measure successfulness of all FSOTS iFAMS implementation and training. Researches and compiles data for Director, Chiefs and Staff for improvements to the existing system/training materials as needed. Analyzes and evaluates a variety of administrative management services essential to the direction and operations of FSOTS.
Purchase Card Holder. Responsible for ordering office supplies and services for FSOTS office. Utilizes delegated micro-purchase authority for supplies and services supporting office operations. Follows VA policy over Purchase Card use in terms of required sources of supply, prohibited items, competition and vendor selection, proper approval, and reconciliation of all credit card charges. Submits Purchase Card Orders in iFAMS, records receipt, and reconciles US Bank charges in accordance with VA and NCA Policy.
Maintains inventory of office supplies/supply cabinet, and needed IT equipment. Maintains accountability over office keys, desk keys, security access codes, IT equipment, and non-IT equipment.
Helps manage office's Files (shared drive), Standard Operating Procedures (SOPs) and iFAMS Quick Reference Guides (QRGs) and Service Level Directives. Helps to ensure office records meet required document retention requirements.
Coordinates with the iFAMS trainers to ensure: 1) Training materials are accurate and current before each training. 2) Updated training materials are sent to NTC and other facilities for printing 10 weeks prior to training event.
Utilizes their extensive knowledge of iFAMS to provide direct assistance to the iFAMS trainers, Division Chiefs, and the Director.
Schedules meetings and iFAMS trainings, submits requests for conference rooms, government vehicles, and sends out meeting and FAMS training invites not conducted at the National Training Center.
Greets all visitors prior to iFAMS training in Virginia, direct them to iFAMS classroom and/or offices.
Responsible for managing on-site iFAMS facility: 1) Submits Information Technology (IT) and Phone Helpdesk/service tickets for iFAMS facility. 2) Responsible Officer for property and office equipment accountability. 3) Manage fleet vehicles. 4) Liaisons with Facility/Building Manager for service tickets. 5) Completes periodic physical inventories as required.
Provides top-notch customer service to cemetery, district, central office, NTC, Finance, and other FSOTS staff at all times.
Keeps Division Chiefs, Director and Timekeeper apprised of personnel status. Reviews daily Morning Report reporting personnel status for any exceptions.
Monitors training registrations and rosters for accuracy. Responsible for maintaining the training calendar, email and FSOTS calendar.
Performs other duties as assigned.
Salary Ranges:
GS-9: $68,405 - $88,926
GS-11: $82,764 - $107,590
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 11. At the level GS-09, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

GS-9: You may qualify based on your experience and/or education, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert ability to deal tactfully with other employees to implement revised policies and procedures, to discuss changes to relevant systems, and coordinate necessary training in connection with revised operations or system changes. Expert ability to write letters, memoranda, and operating procedures, directives, and guides to convey information relating to the duties as assigned. OR,
Education: Applicants may substitute education for the required experience at the GS-09. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.to qualify at the GS -09
GS-11: You may qualify based on your experience and/or education, as described below:
