This position is in the Consumer Policy Division (CPD), Consumer and Governmental Affairs Bureau (CGB), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
This position is the Deputy Division Chief of the Consumer Policy Division (CPD) and is located in the Consumer and Governmental Affairs Bureau (CGB). CPD is responsible for overseeing the development of consumer policy concerning all Commission-regulated entities, including wireline phone, wireless phone and text, broadband, cable television, and broadcast television companies. CPD ensures that consumer interests are considered in Commission policy-making activities. Recent projects include rulemakings on Artificial Intelligence’s impact on robocalls and robotexts, Broadband Consumer Labels, and robocall and robotext blocking. In addition, CPD is responsible for ongoing implementation of the Telephone Consumer Protection Act and the Reassigned Numbers Database.

Qualifications

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.
A. Education
You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.

B. Specialized Experience
GS-15
Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:1. Experience drafting and editing rulemaking documents. 2. Experience managing projects from start to completion, including experience with moving documents through the APA rulemaking process. 3. Experience directing and overseeing subordinates; developing overall requirements and schedules to accomplish Division activities. 4. Experience keeping abreast of developments affecting the telecommunications industry and consumers by reviewing court and commission decisions. 5. Experience keeping abreast of legal documents affecting Bureau matters by reviewing court and commission decisions.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
