The U.S. Secret Service is seeking an executive level Workforce Wellness Officer to lead the Office of Employee Engagement in the development and implementation of robust multi-dimensional wellness programs.

Duties

As the Workforce Wellness Officer, you will serve as the technical expert and senior executive advisor to the Director, Deputy Director, Chief Operating Officer, and other executive leaders on the development and implementation of the Office of Employee Engagement and Employee Wellness and Workforce Care programs. You will direct the Office of Employee Engagement, as well as influence programmatic analysis, prioritization, evaluation, and enterprise-wide accessibility of Employee Wellness and Workforce Care programs, such as: Workforce Care Program, Chaplain Program, Employee Assistance Program, Peer Support Program, Psychological Armor Program, Veteran and Military Resources Program, Special Emphasis Program and other Wellness Programs. Your stewardship of the Office of Engagement, as well as the Employee Wellness and Workforce Care programs will require you to provide executive oversight to a Deputy Workforce Wellness Officer, as well as a staff of program managers and experts. You will be responsible for ensuring the development, implementation, evaluation, and improvement of Secret Service level strategies, policies, programs, and frameworks for the continued success and growth of employee engagement and wellness programs. The primary duties include, but are not limited to, the following: Oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of workforce wellness programs. Develops detailed plans to enhance operations, implements plans and initiatives to achieve mission and policy objectives, assesses program accomplishment, and makes course corrections when necessary. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Monitors all phases of programs to ensure integration and coordination within established timeframes and to ensure program goals and objectives are met consistent with commitments and policy. Participates in meetings with Secret Service executive staff and representatives from other agencies and industry.

Qualifications

(1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions. (2) EXECUTIVE CORE QUALIFICATIONS (ECQ): The competencies within the following five ECQs are also a part of the selection criteria for SES positions. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (3) MANDATORY TECHNICAL QUALIFICATIONS (MTQ): MTQ1: An extensive technical background and executive level experience in strategic and tactical planning, development, implementation, evaluation, and/or improvement of programs that facilitate and support employee wellness and workforce engagement, such as Workforce Care Program, Chaplain Program, Employee Assistance Program, Peer Support Program, Psychological Armor Program, Veteran and Military Resources Program, Special Emphasis Program and other Wellness Programs. MTQ2: Executive level experience successfully leading a large public or private sector organization with a complex, highly visible portfolio, including experience with program management, strategic planning, resource allocation, and ability to build strong relationships with a diverse set of enterprise stakeholders. MTQ3: Expert knowledge of and demonstrated ability to assess and prioritize customer needs, to develop strategies and plans to address those needs, and manage multiple facets of organizational change. MTQ4: Expertise preparing and making policy recommendations and making presentations before high-level officials. Please do not submit separate statements addressing the ECQs and MTQs.
