This position is located in the Strategic Planning and Business Services Division (SPBSD), of the National Agricultural Statistics Service (NASS), United States Department of Agriculture (USDA).
In this position you will provide authoritative advice and guidance on NASS's strategic plan, consulting with NASS management and making presentations on the NASS past and future performance.
Duties
Provides advice and guidance to NASS senior leadership and the Under Secretary for Research, Education and Economics in establishing and implementing strategic planning to advance the Service objectives.
Assists in synthesizing related NASS programs and plans into a cohesive body, avoiding duplication and overlapping functions.
Oversees all change management and integration related project activities.
Monitors the execution of approved strategies overseeing complex, multi-year projects.
Develops and coordinates an approved human capital plan and implements workforce performance management strategies.
Serves as the REE representative for developing and planning new NASS, Mission Area, or Departmental administrative initiatives.
Makes decisions on work problems presented by subordinate supervisors, or similar personnel, or by contractors.
Establishes priorities and makes work assignments with explanation of objectives.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level).
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience presenting information verbally or in writing to establish and implement strategic planning to advance the agency's objectives; proposing program enhancements or new initiatives to achieve strategic visions and objectives and directing the work of a branch or division to influence, motivate and support the workforce through successful implementation of human capital planning.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
