The incumbent of this position serves as a Human Resources Specialist in the Employment Services Division (ESD), Employment Services Branch I or II. The incumbent serves as an advisor to both management in the areas of recruitment and placement, accountability, and compliance.
Duties
Performs a full range of program evaluations and quality assurance reviews and evaluations for a variety of recruitment cases; provides guidance for resolution of issues and errors identified and training as needed.
Provides technical expertise to HR Specialists and supervisors/managers on all types of appointing
authorities under Title 5, Excepted Service and Schedules A.
Advises on and resolves particularly complex and sensitive Human Resource (HR) problems and issues of serviced customers.
Develops and provides functional training and prepares policy guidance or other standard operating
procedures.
Coordinates correspondence and approval of all actions as necessary, including superior qualifications appointments (SQA), actions involving overpayments of salary and waivers, audit responses and HR reporting.
Advises on and resolves particularly complex and sensitive Human Resource (HR) problems and issues of customers; identify issues and problems, collect and analyze data, draw conclusions, and to recommend appropriate courses of action.
Serves as a senior HR consultant to organization leadership, providing advice and guidance to managers and employees at all levels on HR issues affecting the organization.
Assesses and makes recommendations on proposed regulatory changes, designs, and executes implementation strategies, training, including development, and participation in communication and briefing plans.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Expert experience with Human Resources principles, concepts, objectives, theories and methods in several human resources specialties such as recruitment and placement, accountability, and compliance; experience with program evaluations, quality assurance reviews, audits and evaluations for a variety of recruitment cases; experience with internal control reviews ensuring compliance with all relevant laws and regulations; consult with employees and managers, providing advice and guidance, explaining policies and procedures, justify conclusions, and provide alternatives; develops and provides training in areas of recruitment and placement.
There is no substitution of education for experience at the GS-13 level.
