This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.

Duties

Fabricates test equipment and performs various levels of inspections on a variety of equipment. Implements Army General Fund Enterprise Business System (GFEBS) Standard Operating Procedures (SOPs). Performs the full range of responsibilities from troubleshooting to repairing mechanical, electrical, hydraulic and pneumatic systems, components and parts. Troubleshoots, tests and repairs major components such as electrical systems, generators, magnetos, electrical governors, automatic relays, electromagnets, AC, 60 and 400 cycle generators and 400 cycle frequency diodes and transistors. May conduct inspections and make technical assistance visits to other locations such as unit organization shops. Accepts or rejects repair work to include that of commercial contractor. Assists mechanics on technical problems and interpretation of specifications and verifies and determines additional repair requirements and economic repair feasibility. Prepares a variety of documents, forms, reports and correspondence relating to inspection processes such as Quality Deficiency Reports, Equipment Improvement Reports, Estimated Cost of Damages (ECOD) and Actual Cost of Damages (ACOD).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Must possess or be able to obtain required operator permits for motor vehicles.

Qualifications

Minimum Qualifications (Screen Out Element) for WG-10: Ability to do the work of a(n) Powered Support Systems Mechanic ~ without more than normal supervision. I have the ability to perform common Powered Support System Mechanic duties. I can use electrical test equipment such as voltmeters, ammeters, frequency meters, meggers, load test panels, growlers, dynamometers, impedance bridges, oscilloscopes, transistor and diode testers. I can overhaul or repair single and multistage compressors. I can test, adjust and/or repair a variety of secondary equipment such as portable steam cleaners; electrical controls and gauges; riot control agent dispersing tanks or other air tanks and bottles and various types of welders. I can use test equipment such as electrical leak detectors, Halide leak detectors, manifold gauges and brazing equipment. I can review technical manuals for specifications and tolerances. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Minimum Qualifications (Screen Out Element) for WG-11: Ability to do the work of a(n) Powered Support Systems Mechanic ~ without more than normal supervision. I have the ability to perform common Powered Support System Mechanic duties. I can use electrical test equipment such as voltmeters, ammeters, frequency meters, meggers, load test panels, growlers, dynamometers, impedance bridges, oscilloscopes, transistor and diode testers. I can overhaul and repair single or multistage compressors. I can test, adjust or repair a variety of secondary equipment such as portable steam cleaners; electrical controls and gauges; riot control agent dispersing tanks and other air tanks and bottles and various types of welders. I can use test equipment such as electrical leak detectors, Halide leak detectors, manifold gauges and brazing equipment. I can observe and verify test equipment results and review technical manuals for specifications and tolerances. I can perform inspection and load testing on crane hooks, hoists, cables, chairs, slings, etc. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.- Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Physical Effort: Frequently works while equipment is overhead and where parts inspected are in hard to reach places. Work requires frequent bending, reaching, stretching, climbing, standing stooping, crawling and working in tiring and uncomfortable positions for long periods. Frequently lifts and carries items weighing up to 75 pounds; occasionally handles heavier items. Uses lifting devices such as overhead cranes, hoists and forklifts to lift and position heavy items. Working Conditions: Generally works in a large maintenance building which is generally well lit and heated; may work outside, occasionally in bad weather. Exposed to exhaust fumes, chemicals, excessive noise, dirt, oil, grease, etc. must stand on hard and damp surfaces for long periods of time. Subject to cuts, bruises, back strains, shocks, burns and skin irritation from fluids and fuels, broken bones, etc. Follows prescribed safety practices and uses safety equipment as required.
