This position is located in the Office of Internet Connectivity and Growth, National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce. The incumbent provides leadership with the execution of state-based initiatives for Internet connectivity and growth, as well as for the oversight, monitoring and coordination of the states and their thousands of sub-grants associated with the $42 billion Broadband Equity, Access, and Deployment (BEAD).

Duties

The Deputy Associate Administrator shall share responsibilities with the Associate Administrator to direct staff in: Implementation and execution of state broadband initiatives including those associated with NTIA's Broadband Equity, Access, and Deployment (BEAD) Program, other initiatives, and new programs that support Internet connectivity and growth through state and local government coordination; Government engagement, coordination, and technical assistance with state and local governments related to Internet connectivity and growth with each state; and Recruitment, training and direction of expert staff, as well as the preparation of programs plans, budget documents, and periodic progress reports necessary to manage state-based programs and initiatives. In addition, the Deputy Associate Administrator: Serves as an advisor to the Associate Administrator, Deputy Assistant Secretaries, and Assistant Secretary on policies and programs to advance Internet connectivity and growth. Acts on behalf of the Associate Administrator in all facets of the Associate Administrator's responsibilities and as his/her agent in the implementation and execution of State broadband initiatives. Serves as the Broadband Equity, Access, and Deployment Program, principally responsible to the Associated Administrator, and through him/her to the Deputy Assistant Secretaries/Assistant Secretary for the implementation and execution of the program. Develops and implements strategies through partnerships with states, political subdivisions and communities to connect all Americans to high-speed affordable broadband taking into account NTIA and Federal funding sources, as well as other stakeholder investments, to promote and carry out internet connectivity and growth in each state. Leads engagement with state broadband and political leadership in the development of holistic and integrated approaches to closing the digital divide. Partners closely with other OICG programs, including Digital Equity Programs, to ensure seamless delivery of capacity building expertise and technical assistance to States, territories and political subdivisions. Supervises studies and evaluations concerning the effectiveness of state initiatives that advance internet connectivity and growth, and present recommendations to the appropriate Department officials and other external stakeholders. Works with the Associate Administrator and the other Deputy Associate Administrator to sustain the success of OICG by addressing succession planning, employee development, career pathways, telework, work-life balance, communications, and other areas as needed to create and sustain high performance and employee satisfaction.

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). (Competencies: partnering, political savvy, influencing/negotiating) NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Professional/Technical Qualifications: Demonstrated skill and experience in addressing complex technical policy issues in order to manage the oversight, monitoring, and coordination of Internet connectivity and growth programs. Demonstrated knowledge of and experience in applying principles, theories, and practices of telecommunications technology in order to evaluate and render sound judgments on investments regarding communications technology products and projects within a variety of educational/social/medical and/or business environments. Demonstrated knowledge of and experience working with multiple stakeholders or public-private partnerships to promote the availability and adoption of broadband services or similar technology enterprise, including involvement in the oversight, monitoring, and coordination of the project.
