Duties
This Lead Recreation Fee Technician is a permanent, full-time position, that may be a year-round or Career-Seasonal appointment. Career Seasonal appointments include the same benefits as Career appointments, but do not provide work on a year-round basis. Career-Seasonal schedule would be in a non-pay status for up to 3 pay periods, scheduled between late-October to late-November.
This position serves as Lead Recreation Fee Technicians at Zion National Park, duty stationed in Springdale, Utah. The primary purpose of this position is to lead full-time, career seasonal, and temporary employees in performing a variety of duties associated with the collection, deposit, and tracking of fee revenue. In addition to leading others, the incumbents may also carry out a wide variety of clerical and technical assignments that involve the application of fee program knowledge and the policies, procedures, and practices of fee collection. Work may also involve responsibility for initiating, modifying, and improving work methods. The incumbents serve as a uniformed, front-line representative of the NPS.
The major duty responsibilities are:
Lead full-time, career seasonal, and temporary employees on a regular and recurring basis in which the highest subordinate grade level is GS-05.
Provide information and assistance to the public in a recreation setting.
Handle, track, and deposit monies using software programs to maintain fee and stock data.
Use tools and equipment, such as cash registers, calculators, etc., to make sales transactions.
Provide technical and policy direction according to agency fee management.
Physical Demands: This position requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, or emergency response duties.
Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.
Qualifications
All qualifications must be met by the closing date of this announcement-09/03/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-06 grade level, you must possess one of the following minimum qualifications by close of this announcement:
SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors) that equipped applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Lead Recreation Fee Technician GS-0503-06. Your resume must show hours per week worked for each position and the to/from dates in month/year format.
Examples of Specialized Experience include, but are not limited to:
Providing information or assistance to the public in a business or recreation setting;
Handling, tracking, or depositing monies, using software programs to maintain fee and stock data;
Using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions;
Assisting with planning, scheduling, and assigning work;
Assisting subordinate staff with issues related to collecting fees; and/or
Providing technical and policy direction according to agency fee management.

EDUCATION: As a general rule, education is not creditable above GS-05 for most positions covered by this standard, however, graduate education MAY be credited in those few rare instances where the graduate education is DIRECTLY related to the work of the position. Successful completion of at least one full year of GRADUATE-level education (18 semester hours or equivalent) that DIRECTLY relates to the position being filled, such as Accounting, Business, or Finance may be used to qualify. To use education to qualify, you are required to upload a copy of your transcripts (official or unofficial) at the time of application, or you will be found "not qualified".

COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE. Successful completion of a combination of GRADUATE level education and specialized experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. To combine education and experience, first take percentage of required graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
For your VOLUNTEER EXPERIENCE to be counted toward specialize experience, you must include time worked in to/from and month/year format, as well as hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months (52 weeks) at 40 hours per week. Part-time hours are pro-rated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies" or "seasonal" or "summer" etc..
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
