Duties
Typical work assignments include:
Identify and propose solutions to management problems of major importance to planning program direction and determine the need for written policies and procedures.
Provide programmatic and policy related support to the Chief Financial Officer (CFO), Deputy Chief Financial Officer (DCFO), and Executive Officer (XO), including internal resource requirements in the areas of personnel, budget, space, equipment, travel, and task tracking.
Identify issues emanating from legislation, departmental regulations, existing or proposed departmental or office policies and processes, organizational structures, assigned personnel, relationships with external offices, and external operations having an impact on the ability of the OCFO management to be responsive to customers and to execute programs and commitments
Conduct periodic and comprehensive evaluations of ongoing functions ensuring the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.
Schedule all appointments, prepare correspondence, assist with coordinating travel and conferences, and develop itineraries, while supporting the CFO/DCFO/XO.
Review and prepare where appropriate proposed departmental orders, directives, and concurrence documents for signature.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Interacting with internal and external personnel as part of providing daily support to senior executives and coordinating internal organizational matters;
Monitoring and/or participating in responses to general correspondence, inquires, and tasks from higher level sources (e.g., Congress, internal/external government agencies, private sector entities);
Supporting internal logistical needs in areas such as personnel, space, and equipment requirements;
Participating in studies of functions and processes related to program planning; and
Providing support to identify solutions to management problems of major importance to planning program direction.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Interacting with internal and external personnel as part of providing daily support to senior executives and coordinating internal organizational matters;
Leading responses to general correspondence, inquires, and tasks from higher level sources (e.g., Congress, internal/external government agencies, private sector entities);
Coordinating internal logistical needs in areas such as personnel, space, and equipment requirements;
Coordinating studies of functions and processes related to program planning; and
Identifying and coordinating solutions to management problems of major importance to planning program direction.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
