The primary purpose of this position is to provide management and higher-graded specialists with objectively based information for making decisions on the administrative and programmatic aspects of operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.

Duties

1. Provides support for a variety of management and administrative projects, programs, or studies received from high- graded analyst(s) and supervisor. 2. Develops, coordinates, and implements procedures for management of program responsibilities. Participates in special studies and inspections relative to problems, functions, and operations as directed by higher authority. 3. Periodically reviews internal procedures for assignment management programs and processes to ensure compliance with applicable directives and instructions. 4. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent/higher in other pay systems. Examples of specialized experience includes Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning efficiency and effectiveness of workload. Analyzing problems to identify significant factors, gather pertinent data, and develop solutions. Performing occupational studies, prepare reports, correspondence to communicate finds and meet changing deadlines. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of numerous USAF, AFMC, AFLCMC, and Wing instructions, directives, policies, etc. on various managerial programs. 2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. 4. Skill in conducting interviews with supervisors and employees to obtain information about organization missions, functions, and work procedures. 5. Ability to plan and organize work to meet deadlines. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 7. Ability to access or locate information through the use of a personal computer and software programs. 8. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. ??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
