This position is located in Northwest Oregon District, in the Division of Resources and reports directly to the Assistant District Manager for Resources.
Duties
The Supervisory Natural Resource Specialist is the Supervisor of the Northwest Oregon District Resources Team which includes the District's Botany, Forestry, silviculture, Fisheries, Hydrology, Wildlife, and National Environmental Protection Act (NEPA) Programs. Provides leadership and guidance to a diverse group of senior specialists; develops and maintains professional working relationships with counterparts in other federal, state, tribal, local agencies; develops and maintains cooperative working relationships with other partners and customers statewide; provides formal supervision to senior staff specialists on the team. Provides oversight, guidance and reviews work of subordinate staff for technical accuracy and quality.
Provides technical guidance, program review and program management for all phases of the District's Natural Resources program to ensure that work is carried out in line with laws, regulations, and policies. Prepares briefing papers, alternatives, and recommendations on sensitive or complex issues. Provides professional and technical problem-solving expertise and advice to division chiefs, district manager, and field managers.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
BASIC REQUIREMENT:
A. A bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit a copy of your transcript.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit a copy of your transcript.
AND
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) carrying out and resolving problems related to multiuse projects and assignments covering resource management issues including watershed, wildlife, botanical, and fisheries species and habitat, automation, and budget management; (2) implementing policies and procedures such as NEPA analysis, ESA Section 7 Consultation, land health assessments, Rights of Way actions, land use and activity level planning; (3) training, mentoring, and facilitating work of senior biological sciences staff and members of interdisciplinary teams; and (4) planning, organizing, and leading teams and individuals to implement management objectives, initiatives, and plans.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the grade level(s) of this announcement.
