Appointment to this position will not convey permanent status in the Federal service and will be for a period not-to-exceed 13 months with possible extension up to 4 years without re-announcement.

Duties

Lead the Integrated Pest Management program to include developing and implementing contracts within the program's available NEPA and budget. Participates in noxious plant control, seeding, or revegetation projects as well as carrying out field studies on plants and plant ecology, inventory, monitoring, and mapping plant populations. Provides logistical support for resource management projects as well as advice, assistance, and training. Participates in preparation and review of land use plans and environmental compliance documents. Performs a variety of complex computations and conduct assessments of invasive plant management techniques to assess treatments, compliance, and effectiveness for inclusion in reports. Identifies, collects, and prepares plant specimens in the field for further classifications. Assists in the preparation of reports, plans, and guidelines related to vegetation resource management projects including preparing charts, graphs, and figures within reports using ESRI ArcGIS and MS Office programs. For GS-09 level, incumbent will serve as a member of an interdisciplinary team, that will evaluate the impact of proposed projects on natural resources and recommends alternatives. Prepares project treatment plans to estimate materials, supplies, and work-months needed to accomplish project goals. Incumbent may prepare appropriate contract enforcement documents, including Notices on Noncompliance.

Qualifications

The grade the incumbent is selected at (either GS-07 or GS-09) will be the full performance level of the position. There is NO promotion potential for this position. For example: if you are selected at the GS-07 grade level, you will remain a GS-09 for the full duration of the appointment/term. Basic Education Requirement for Natural Resources Specialist position: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07: One (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing 2 or more of the following:(1) assisting with vegetation management that includes monitoring reclamation (seeds), and weeds management; (2) collecting, entering, or maintaining natural resources monitoring data; and (3) assisting with preparing inspection and assessment reports to document findings, recommendations, and plans OR Education: One (1) full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement. GS-09: One (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 2 or more of the following:(1) assisting with vegetation management that includes monitoring reclamation (seeds), and weeds management; (2) collecting, entering, or maintaining natural resources monitoring data; and (3) assisting with preparing inspection and assessment reports to document findings, recommendations, and plans OR Education: Two (2) full academic years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines. (Note: You must attach a copy of your transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands/Work Environments: Work requires some physical exertion such as bending and walking/hiking in terrain that is rough, rocky, mountainous and densely vegetated that may also be steep, wet and muddy. Required to lift and carry equipment necessary to perform the work of the position, this includes tools, personal protective equipment, food and water for extended periods away from a vehicle. Work while in the office is performed in adequately lighted, ventilated, cooled and heated area. Fieldwork is subject to cuts and bruises, extreme and adverse weather conditions and injuries and discomforts from pests and animals.

Education
