This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Supervisory Emergency Services Dispatcher position is with the Directorate of Emergency Services.

Duties

Serve as a Supervisory Emergency Services Dispatcher, administers emergency services communications operations in the DES 911 Dispatch Center. Utilize a thorough knowledge of communications techniques and equipment assigned to the communications center to administer a perpetual communications function 24 hours per day, 7 days per week. Must possess a working knowledge of Fire and Emergency Services, Law Enforcement, and Security operations, terms, and techniques. Responsible for the receipt and effective evaluation of 911 emergency calls. Monitor post wide computerized fire and security alarm systems, determining type of alarm and appropriate response. Perform first line trouble shooting and/or repair of equipment based on circumstances. Provide Advanced Emergency Medical Dispatch Life Support care through pre-arrival instructions to callers Initiate immediate action in response to any alarm and provide emergency or routine coordination with the responsible agency during an alarm situation. Assign, direct, review and evaluate work of subordinate employees. Hear and resolve complaints, interview candidates, make personnel selections, administer annual and sick leave policies, identify training and development needs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires the incumbent to maintain continuing dispatch and Intrusion Detection education requirements through in-service training that is offered locally and pass with predetermined course requirements
  • This position must obtain within 12 months o obtain and maintain certification in Cardiopulmonary Resuscitation (CPR); continuous current certification is a condition of employment.
  • This position  must obtain within 12 months, certification in Advanced First Aid, Emergency Medical Dispatch. State of New Mexico Telecommunicator Certification, Hazardous Materials Awareness.
  • This position  must obtain within 12 months, certification in National Crime Information Center (NCIC) Full Operator and NCIC CN1 and certified as NCICNCIC Terminal Agency Coordinator National Crime Information Center (NCIC) Full Operator.
  • The work is performed in a highly stressful, restricted office environment.
  • This position is subject to recall to duty, and incumbent must maintain a functioning telephone at their residence to aid in contact during recall/emergency situations.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes interrogating callers to determine the nature of the emergency call and dispatching the appropriate emergency response units. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
