The primary purpose of this position is to serve as Special Access Program (SAP) security specialist and security advisor, providing oversight and management of multiple security disciplines (Information, Personnel, Industrial, Physical, Computer, Operations, and Communications Security) in support of USAF advanced and special access programs on Beale AFB.

Duties

-Implements and administers the Personnel Security Program supporting DoD and SAF/AQ SAPs. Responsible for the management and execution of the personnel security programs for Beale AFB Special Access Programs (SAP), Sensitive Compartmented Information (SCI), and Alternative Compensatory Control Measures (ACCM). Formulates and implements security policies and procedures involving loyalty, trustworthiness and reliability of people. Provides authoritative information and assistance to organization officials by advising on personnel security eligibility and investigative requirements; and advising on procedures concerning adverse security determinations of employees. -Implements and administers the Information Security Program supporting DoD and SAF/AQ SAPs. Serves as a security professional for the protection of advanced and special access program technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Develops and implements security plans, and procedures (such as standard operating procedures, system security, program test, treaty preparation, deployment, and OPSEC plans) for personnel and facilities that support advanced or special programs and SCI material. -Implements and administers the Industrial Security Program supporting DoD and SAF/AQ SAPs. Maintains an in-depth knowledge of multiple customer missions in order to facilitate the protection of SAP and SCI access as required by contract performance. Maintains detailed records on all supported industrial security activities. -Implements and administers the Physical Security Program supporting DoD and SAF/AQ SAPS. Implements DOD, USAF, DIA, and MAJCOM policies and directives for the construction, protection, and operation of all advanced programs facilities to include sensitive compartmented information facilities (SCIFs). Prepares accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, and other essential physical security documents for approval by ACC, DIA, and SAF/AAZ.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of all security policies, procedures, and directives and the ability to apply this knowledge in order to manage the many, varied, and unique aspects of Special Access Programs. Analyzes and resolves difficult and complex security problems. Thorough knowledge of the functional requirements of the 548 ISRG and supported organization's mission and objectives and of other government/contractor organizational structures to enable adequate coordination and transfer of information between activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.??????? KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, physical, personnel, and Automated Information System (AIS) security concepts, principles, and practices to plan, implement and administer programs in these areas. 2. Knowledge of security training concepts, programs, procedures, and practices in planning, establishment, and operation, and tracking of security education programs. 3. Knowledge resource protection, Anti-terrorism/Force Protection (AT/FP), crime prevention and operations security (OPSEC) concepts, principles, and practices to plan, implement and administer programs in these areas. 4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve security functions. 5. Skill in planning, organizing, and directing SAP security functions for the organization. 6. Ability to communicate effectively, both orally and in writing and the ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. ??????? 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification and Special Program Security conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. 4. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. 5. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
