The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 9th Reconnaissance Wing Advanced Program and Integrated Joint Special Technical Operations Office and several other special access program facilities.

Duties

Plans, organizes, and directs the activities of 9th Reconnaissance Wing ensuring that Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System (AIS) functional work areas comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 9th Reconnaissance Wing with a variety of installation and functional area organizations. Manages, implements and administers the Special Access and Integrated Joint Special Technical Operations Security Program for the Wing. Establishes local procedures, initiates and reviews initial and recurring SAP nomination process (SAPNP) documentation for military, civilian, and contractor personnel assigned nominees and accessed personnel consistent with directives.

  • Must be able to obtain and maintain a Top Secret security clearance with access to SAP and SCI.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • The position is designated for drug testing. Incumbent will be subject to random testing for drug use.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays, Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • The employee will be required to frequently travel TDY (up to 90 days per year), sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZEDEXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of directing administrative work involving industrial, physical security principles and methodologies for the installation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures and skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
