Duties

This position(s) is part of CISA's External Affairs Office. This announcement is issued under the Post Secondary Hiring Authority. The incumbent will be responsible for assisting with press outreach, drafting press and marketing materials, responding to media questions, social media campaigns, writing news/feature articles, media relations, and developing communications plans.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below. BASIC ELIGIBILITY Applicants must: Be enrolled or accepted for enrollment in an institution of higher education (as defined in 20 U.S.C. § 1001(a)) and pursuing a baccalaureate or graduate degree on at least a part-time basis as determined by the academic institution. Individuals who have not yet started the course of study leading to the baccalaureate or graduate degree (or certificate as appropriate), may apply and be considered for a temporary appointment position in the weeks/months prior to the job being filled. These individuals must, however, complete enrollment requirements prior to appointment. IN ADDITION TO MEETING THE BASIC ELIGIBILITY ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-05 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-04 grade level (or equivalent) performing two (2) of the following duties: Assisting with administrative duties for an organization (e.g. reviewing documents, writing/editing documents); Using office automation software (such as Microsoft Word, Excel, and/or Outlook) to update, maintain, and track information; and Responding to inquiries in a timely manner. OR EDUCATION: Completion of four (4) academic years of post-high school leading to a bachelor's degree or equivalent degree from an accredited institution. OR COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of experience by 12. Then divide your total number of completed undergraduate semester hours by 120 (quarter hours by 180). Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. You qualify for the GS-07 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-05 grade level (or equivalent) performing two (2) of the following duties: Performing administrative functions; Preparing and reviewing correspondence for senior staff; Preparing reports with data from internal data sources for regular and one-time informational needs by senior managers; and Gathering necessary information and preparing briefing materials for the supervisor and other senior management officials. OR EDUCATION: A. Completion of one (1) full academic year of graduate level education from an accredited institution that included major study in a related field of study such as Business Administration, Communications, Human Resources, Office Management.. OR B. Bachelor's degree from an accredited institution that included major study in the field of study described in statement "A" above with Superior Academic Achievement (SAA) is based on one of the following: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR NOTE: Grade-point averages are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. (3) Honor Society Membership - Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. OR COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. You qualify for the GS-09 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing two (2) of the following duties: Communicating program information orally and in writing; Assisting with communications strategies; Planning, organizing, and conducting elements of information that relays an organization's mission to the public or; Determining effective communication techniques to reach target audiences. OR EDUCATION: A. Master's or equivalent graduate degree from an accredited institution that included major study in a related field of study such as Business Administration, Communications, Human Resources, Office Management. OR B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above. OR C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related OR COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education

This position has an education requirement. You MUST submit a copy of your transcripts or equivalent (e.g., letter from the registrar, acceptance letter, unofficial transcripts) showing eligibility for the educational requirements by the closing date of the announcement. Unofficial transcripts will be accepted that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. Updated enrollment verification documentation will be required if you are selected.

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
