Duties

This Accountant position is located Direct Reports (DR), Chief Finance Office (CFO), Financial Management Division (FMD), Financial Management Analysis Branch (FMAB), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Performs and reports all appropriate accounting functions and activities promptly and ensures that accounting and reporting for leases and real property are completed and processed per applicable Federal accounting standards and procedures. Reviews complex lease agreements and identifies lease attributes necessary for tracking and reporting of related assets, liabilities, and operations. Performs quality assurance review of monthly lease tracking schedules, submits related DHS deliverables, and serves as subject matter expert on lease and real property accounting for DHS and TSA program offices communication and problem resolution. Implements corrective actions as needed if a finding is identified to improve internal controls. Identifies, researches, evaluates, and recommends innovative options for process improvements as they apply to accounting and financial reporting. Coordinates, oversees, and leads teams to implement communication strategies with TSA and DHS stakeholders, training across program offices, and systems and automation applications for lease accounting and reporting. Serves as the subject matter expert in preparing journal vouchers, identifying and researching variances for reconciliations, preparing standard operating procedures, ensuring accurate recognition for ad hoc processes, and applying accounting principles, regulations, and analytical methods for related techniques that are needed to perform general ledger transactions for precise reporting. Assists journeymen level accountants with reconciliations, journal vouchers, and other related general ledger entries for the monthly and quarterly reporting to the Department of Homeland Security (DHS). The ideal candidate is an experienced professional who has excellent analytical, time-management, and communication skills; is a team player; and has thrived in traditional accounting, general ledger monthly closing, and financial statements preparation and/or auditing. The candidate must have extensive experience interpreting and implementing lease accounting either in the federal government or private sector and written policy-setting guidance to implement and change an organization's financial management practices to comply with the lease accounting standards. Possessing project management skills is a plus.

Qualifications

In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Reviewing lease contracts and lease-like arrangements and performing the full cycle of accounting and reporting for leases. Researching, interpreting and advising on accounting and financial management requirements, laws, and regulations governing financial reporting. Advising on and documenting new or existing policies or procedures to improve accounting processes. Performing, reconciling, analyzing and monitoring the full scope of financial activities (i.e. identifying abnormal general ledgers balances, reconciling subsidiary balances to the general ledger in the financial system, and/or analyzing financial balance fluctuations and determining root causes,) in compliance with Federal Accounting Standards Advisory Board (FASAB), the U.S. Treasury, Office of Management and Budget, or other accounting standard-setting organization. Auditing full-scope financial statements counts towards this specialized experience. Preparing clear and convincing presentations, briefing, and written materials to various levels of staff (i.e. senior level). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
