This position is in the Office of Management Services, Division of Grants Management (DGM). The Division of Grants Management is responsible for monitoring and administering discretionary grant/cooperative agreement programs within the agency. The incumbent in this position is responsible for the centralized grants programs. The incumbent in this position reports to the Director, DGM.
Duties

This position is in support of the Sanitation Facilities Construction (SFC) projects specifically funded by Congress through the Infrastructure Investment and Jobs Act (IIJA), subject to a Term of 2 years that may be extended up to a total of 4 years depending on Agency determination.
Awards, Monitoring, and Administration: Review grant applications to assure the eligibility of the grantee to receive funds under the program. Assure the application meets the requirements of laws, policies, and procedures; determine that the applications should be entered into the formal review and evaluation process for a grant rather than a contract.
Grant Policy, Procedures, and Regulations Assistance: Provide technical assistance and consultation to headquarters and field staff in developing and interpreting laws, policies, and guidelines concerning the Agency grant programs. Interpret and apply DHHS, PHS, and IHS grants policies and procedures for directors of offices and divisions in developing program guidelines, policies, and procedures at the practices and headquarters level for the award and administration of grants. Provide advice and assistance to management and program officials in implementing and evaluating program plans and strategies, regulations, guidelines, and procedures related to grants.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving in a business management role with a wide-range of business management practices relating to grants data mechanisms and financial knowledge in evaluating budgets, costs, and, ability to analyze and resolve complex business matters. Implementing and applying federal regulations and policies governing grants management processing. Tracking grants and cooperative agreements from Pre-Award to Closeouts, Record Retention, and Audit Resolutions.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
