Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: Providing expert technical grants management advice and assistance on the most complex issues, both administrative and financial, to team members, leadership, SAMHSA staff and grantees. Providing policy guidance regarding maximum competition, limited competition, and single source award as well as responding to complex questions and advising potential applicants about the preparation and submission of applications, with emphasis on cost factors and budget statements. Participating in the receipt and review of periodic and final expenditure reports, to ensure that all obligations incurred are within the approved grant budget and meet conditions in the Grants Policy Statement, program brochures, and the specifications stated on the Notice of Grant Award. According to the balance reflected in the expenditure reports, determines adjustments in the grant amount and directing preparation of an adjusted Notice of Award to reflect the revised unobligated balance. Providing consultation and technical assistance to individuals concerning the administration of the grant programs, independently or in collaboration with the supervisor. Preparing necessary background information for consultation of Centers and Department officials. Answering inquiries pertaining to SAMHSA grant programs. Assisting in answering inquires of a sensitive nature from members of Congress, their staff members, Congressional committees, General Accounting Office, etc. Preparing or overseeing the preparation of monthly, quarterly, and annual grant reports as directed by leadership. Preparing and/or participating in the preparation of special reports and responses to correspondence from members of Congress, officials of institutions and other government agencies.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least three (3)of the following: Provide expert technical grants management advice and assistance on the most complex issues, both administrative and financial. Coordinating complex grants portfolio including cooperative agreements and highly technical special projects. Provides consultation and technical assistance to individuals concerning the administration of the grant programs. Compiles grant data for formulation of budget estimates. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
