This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).s).

Duties

Controls an assigned class of expendable material for a VA HCS and supported catchment area. Inventories of inventory management program plans, applicable policies, regulations and procedures, and alternative methods of implementing and monitoring inventory management requirements. Involves difficult non-­standardized technical duties to include new or changing situations and specialized procedures; requires the formulation of decisions on the basis of experience, precedent actions, and priorities; analysis to discern interrelationships with other actions, related supply programs, and alternative approaches; and the formulation of proposed changes to improve supply and inventory management procedures. Includes managing the records in GIP or similar automated inventory management system which contains thousands of complex, technical, medical, dental and general items. These items are located at multiple primary and secondary inventory points within the facility and catchment area. Uses independent judgment to account for the receipt and disposition of each item through coordinating the flow of receipt documentation and verifying the accuracy of data contained within such records Implements federal and agency programs for the return and reutilization of medical supplies. Uses well established and commonly applied supply methods to maintain activity formulary inventory. Coordinates with the property managers for disposal of surplus or excess supplies in accordance with specific agency directives and procedures. Serves as the primary responder to the VA National Center for Patient Safety Recall Office for their area of responsibility. Makes emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls. Participates in Root Cause Analysis process to assist in determining how the supply chain is impacted upon a near miss or Veteran care mishap. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07 level. For a GS-07 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must have an combination of specialized experience and education beyond (in excess of the first year or 18 semester hours) (Transcripts required) Specialized Experience: GS-09 You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization Qualifying specialized experience includes: Thorough, comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services or resolve problems associated with EX systems and processes. Establish planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; maintain inventory control records in an automated system for items in inventory; search and analyze information to trace sequences of inventory management transactions to resolve questions; prepare entries for records systems; provide supply information, reports and services; recommend actions to eliminate problems involved in delivering services to inventory customers or in implementing policies. Thorough knowledge of a complex variety of published guidance and policies to develop solutions for complex and routine problems; accurately maintain inventory accounts for expendable items. Formulate improved inventory management procedures and practices. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area.
