This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).

Duties

Major Duties: Lifecycle Management Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Specific duties performed in this capacity are: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Computes requirements for equipment inventory items. Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer Authority in determining best value and contract sourcing. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Assists customers in the creation of Performance Work Statements for equipment procurement. Researches alternative sources for equipment procurement. Independently determines the best purchasing and payment method to utilize; i.e. purchase card order, contract document, etc. Decisions regarding procurement methods are made in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement. Analyzes and advises the customer on equipment purchase recommendations utilizing the "best value" approach, which may include criteria such as special features of the supply or service that are required in effective program performance that is not provided by a comparable supply or service; trade in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; past performance; and environmental and energy efficiency considerations. Conducts market research on product pricing and performance. Identifies equipment items that offer the greatest potential for standardization. Inventory Management and Control Manages and controls NX assets for a VA HCS and supported catchment area. Recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Frequent trips outside are required for visits to the other areas of the Medical Center; such as the warehouse and some patient care areas, in order to provide services, cover for other members in the unit, attend meetings and training.
