About the Position: Incumbent serves as a Management Support Specialist who serves as a focal point for the program areas of budget, human resources, manpower, administrative issues and automation management for directorate administrative and management programs.
Duties
Establish and maintain internal procedures for submission, tracking and control of Requests for Personnel Actions (RPA).
Conduct reviews of manpower allocations and utilization.
Investigate and examine management principles being utilized; such as, planning, organizing, staffing, directing and controlling.
Ensure organization's strategic planning assessment addresses key customer and organizational needs.
Utilize quantitative and/or qualitative analysis techniques in evaluating manpower utilization, mission and functions, management controls, and work processes and procedures in order to improve effectiveness and efficiency.
Analyze functions and convey concerns to management, such as organizational structure, position management, which cross organizational lines.
Reviews, monitors, and manages budget allocations and advises leadership on the status of expenditures.
Serves as a liaison between program managers to discuss and resolve budgetary matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Gathering information to identify and analyze issues to resolve problems with administrative support functions in the areas of civilian and military personnel, payroll, management analysis and administrative policy; 2) Providing guidance and oversight with recruitment, performance evaluations, manpower, budget and civilian awards; 3) Utilizing automated personnel management tools to track personnel actions and prepare support documents; and 4) Researching regulations to make recommendations to management regarding interviews, review of work procedures, instructions, records, and files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
