The Supervisory Business Operations Specialist supervises employees in the Office of Administration, Business Operations and manages all budget and financial management activities.

Duties

Formulates, plans, and directs the execution of the Office of Administration appropriated and non appropriated budget resources. Serves as a primary POC for budgetary matters and briefing materials with all levels of agency management and manages projects of a cross-cutting nature for the OCAO. Manages projects of a cross cutting nature and acts as advisor on all business resource policy and planning matters to assure optimum utilization of resources and realization of accomplishments. Develops, analyzes, and conducts complex program evaluations and analyses of program objectives, policies, and procedures for business operations and related activities to evaluate, refine, and improve the efficiency and effectiveness of the Office of the Chief Administrative Officer. Oversees the procurement of supplies, real and fixed property, and services acquired with Federal and non-appropriated funds; ensuring compliance with Federal procurement regulations and appropriations law. Serves as Contracting Officer's Representative in monitoring assigned contracts. Performs the full range of supervisory duties with regard to planning work and setting priorities, evaluating performance and identifying potential training and development needs, providing advice, counsel or instruction to employees, hearing and resolving complaints and resolving issues, and interviewing, recommending for appointment, promotion, or reassignment. Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of the position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of the position. More specifically, this requirement involves experience formulating, planning, and directing the execution of an organization's budget resources ensuring internal controls are integrated into business operations and systems to ensure compliance with applicable Federal statutes, executive orders, regulations, and directives; conducting program evaluations and analyses of program objectives, policies, and procedures for business operations and related activities to evaluate, refine, and improve the efficiency and effectiveness; providing management and operational support services that contribute to an organization's ability to achieve programmatic responsibilities; experience providing advice, guidance, assistance, and support to employees in the areas of: financial management; budget formulation, justification, and execution; payment reconciliation; purchase card approvals; internal controls and risk assessments; accountable property management; general activity tracking and reporting; and developing standard operating procedures and providing input into the development of an organization's policies. Note: Education does not substitute for specialized experience at the GS-14 grade level. This position requires a FAC - COR Level I Certification or equivalent DAWIA certification upon entry. The incumbent serves as a Contracting Officer's Representative in monitoring assigned contracts and works with the Managing Director, Acquisitions and OCAO leadership to project annual procurement needs; identifying areas for competitive sourcing or cost savings; and managing one or more contracts and/or interagency agreements that involve programmatic or operational support services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
