About the Position: This Procurement Analyst (Small Business) position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, (Insert Division or office) with a duty station location of Fort Worth, TX.
A Recruitment/Relocation Incentive MAY be offered, depending on funding availability and management discretion.
Duties
Assist in developing policy and interpreting guidance on statutes, the Federal Acquisition Regulation (FAR), its supplements and higher echelon policy guidance.
Develop strategic plans, market assessments, outreach plans, and contractor capability assessments to incorporate SBs into the industrial base for mission completion.
Act as liaison to project source selection boards and PDTs of the various organizational entities supported.
Conduct training of contracting and technical personnel to improve acquisition practices and ensure the best interests of the district are served to effectively carry out its mission.
Review major acquisition projects for possible breakout of items suitable for the authorized small business set-aside programs.
Assist the lead in developing, implementing, and maintaining a local, regional, and national outreach program, including participation in high level conferences and interagency small business councils
Provide input in the development of market research criteria review to ensure Small Business aspects are included in the source selection procedures.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel TDY up to 25%.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and experience requirements described below. Basic Education Requirement: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
Do not meet the education requirements above. However, a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
Current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

To qualify at the GS-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes experience related to civil, military, small business contracting/procurement:
Assisting with interpreting and developing policies to implement new requirements and to formulate long-range plans and procurement strategies for the small business program. AND 2. Assisting with establishing policies and procedures that will promote and accomplish goals and objectives of public laws and regulations for the small business program. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-09).
To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes experience related to civil, military, small business contracting/procurement:
Assisting with interpreting and developing policies to implement new requirements and to formulate long-range plans and procurement strategies for the small business program.; 2. Assisting with establishing policies and procedures that will promote and accomplish goals and objectives of public laws and regulations for the small business program.; AND 3. Advising management and contracting officers regarding a wide variety of items, the most complex of which include extensive negotiations involving cost or pricing data and special or unusual contract terms. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this GS-12 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
