Duties
Summary:
The primary purpose of this position is to perform Air Operations Specialist managing and operating the local Flight Services Office, commonly referred to as MacDill One-stop, for the 6th Air Refueling Wing and 927th Air Refueling Wing aircrew members in support of MacDill flight operations. The position also serves as Contracting Officer's Representative (COR) for 6th Operations Group's Squadron Operations Support Center.
Duties:
Furnishes pilots with a full range of services pertinent to pre-flight planning.
Serves as COR for 6th Operations Group's Squadron Operations Support Contract.
Performs supervisory personnel management responsibilities.
Responsible for the effective operation of flight-data information systems during the shift of duty.
Recognizes, diagnoses, and acts on commonly occurring hardware/software problems.
Performs Equipment Manager and administrative functions.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve).
This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. This experience includes knowledge of applicable DoD, USAF, FAA, and ICAO mission planning and pre-flight requirements; knowledge of applicable airframe-specific (KC-135R/T) mission planning software, technical orders, Air Force Instructions, products, and forms; knowledge of applicable DoD, FAA, and ICAO air traffic system laws, rules, regulations, and procedures required for the safe conduct of flights within the NAS and overseas; knowledge of air traffic system routes, capabilities and limitations of navigational aids, terrain topography, terminal instrument procedures, airspace, restrictions and management, and local air traffic system procedures; comprehensive knowledge of national and international flight planning policies, practices, principles, and regulations to plan safe and expeditious movements of aircraft around the world; skill in the use of flight planning equipment for transmitting CONUS and ICAO flight plans and messages in proper format; and knowledge and proficiency of, and ability to execute contracting officer's representative responsibilities as outlined in DoD COR Handbook.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, United States Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to mission planning/generation and aircraft operations and characteristics. Knowledge of safety and security regulations, practices, and procedures.
Knowledge of operating systems and associated equipment configurations, including peripheral and teleprocessing equipment and connecting channels; and computer operations and standard problem-solving rules, procedures, techniques, and methods.
Knowledge of military flight operations, planning, policies, principles, practices and concepts.
Knowledge of and ability to execute Contracting Officer's Representative responsibilities as outlined in the DoD COR Handbook.
Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization.
Ability to communicate effectively both orally and in writing, sufficient to identify, analyze, and translate complex information, make appropriate judgements, and evaluate options concerning mission planning.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
