Duties

Summary: The primary purpose of this position is to plan and manage all KC-135 operations conducted by the 6th Air Mobility Wing. This position acts as Chief, KC-135 Long Range Scheduling Branch and oversees the activities of military mission planners, plans, and is responsible for the proper and efficient execution of Tanker Airlift Control Center (TACC)-tasked exercise/real world deployments and Coronet (fighter support) missions. In addition, this position is responsible for identifying missions not otherwise tasked to fulfill local training requirements and Public Affairs requests. The specialist is responsible for the technical supervision and training of personnel newly assigned to the division. Duties: Performs rapid/emergency reaction and high-profile worldwide KC-135 movements and also performs other actions as necessary to support SAAM, JCS and AMC-tasked missions. Is responsible for the planning, analysis, coordination, and processing of 6 AMW requirements supporting the above missions and missions required by the unit's Public Affairs. Serves as staff specialist advising senior wing staff on complex strategic scheduling and combat delivery tanker and airlift issues. Assists in the development, analysis, evaluation, and maintenance of KC-135 operations planning metrics for senior leadership assimilation to include the collection, processing, and analysis of operational data. Serves as assistant to the unit Information Assurance Officer who sets up and maintains Unit Servers, SQL Servers (PEX), SQL Server Reporting Services, Microsoft SharePoint, Internet Information Services, Windows Clustering, Public Key infrastructure, and Federal Information Processing Standard (FIPS) 140-2 complaint hardware security to include user administration.

  • Requires on-call to support worldwide high priority operations/missions. May require shift work; weekend work; uncommon hours, and standby duty.
  • Must possess or be able to obtain a Secret clearance.
  • Temporary Duty Station (TDY) may be required. TDY may require the use of regularly scheduled military or commercial transportation.
  • Incumbent will be required to work in response to short-notice contingency operations.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

Conditions of Employment (cont.): This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3 Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; includes comprehensive knowledge of Air Force, AMC and local KC-135 operations policies, principles and practices of the 6 AMW functional activities to develop tanker/airlift missions and satisfy receiver/user requirements consisting of over 30 different airframes requiring certification for deployment; thorough knowledge of 6 AMW operations policies, principles, and practices to provide services to satisfy user requirements; knowledge of KC-135 performance capabilities and limitations to include range, fuel requirements, configuration, loading, take off data and weight restrictions. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of KC-135 operations policies, principles, practices, operational concepts, procedures and guidelines. Knowledge of aircraft performance capabilities and limitations, to include employment studies and detailed analysis of complex functions and processes. Knowledge of various computer/communications support systems that pertain to transportation/air refueling operations and those systems required to perform the work. Knowledge of flight operations, visual and instrumental flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements, etc. Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues. Knowledge of aircrew flying limitations and crew rest requirements and have the ability to develop a mission itinerary. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
