Duties
Duties listed below are at the full performance level.
Partner with officials to provide coordination and consistency for wildland fire, hurricane/flood/earthquake recovery incident business policy implementation.
Ensure incident payments and billings are completed consistent with appropriate laws, rules or regulations.
Coordinate resolutions of incident business program issues with program leadership and fire management staff.
Provide technical advice to officials on cooperative fire agreements.
Establish guidelines and performance requirements to employees
Provide training and guidance on the development and implementation of cooperative fire, mutual aid, and cost share agreements.
Requirements
- Must be a U.S. Citizen or National.

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-11 Level: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal Service. Qualifying specialized experience is defined as meeting two or more of the following:
Prepared, reviewed, and executed fire-related agreements consistent with incident business management policies and guidelines (such as wildland fire, hurricane, flood, earthquake recovery); and/or presented advice and guidance regarding incident business management policies and guidelines to fire managers; and/or provided assistance with presenting incident business materials during formal/informal training; and/or participated in providing technical guidance for preparation of emergency incident payments and billing.
OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
For the GS-12 Level: One year of specialized experience at the GS-11 grade level in the Federal Service. Qualifying specialized experience is defined as meeting two or more of the following:
Tracked policy and guideline developments in incident business and related functions such as wildland fire, hurricane, flood, earthquake recovery; and/or provided advice and counsel to higher-level management on emergency issues; and/or participated in formal and informal incident business management training opportunities; and/or provided incident business program and policy implementation; and/or monitored fire cooperative agreements and ensured payments and billings were complete and consistent with agreements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
