This position is located with International Programs, Washington Office, Disaster Assistance Support Program (DASP). Provides international disaster preparedness and mitigation systems, planning, training, staffing, resources, interagency coordination, and response support. Duties

Duties Listed at Full Performance Serves as an organizational program specialist and project manager for a variety of projects and workgroups related to USAID/BHA systems, methodologies and procedures for international disaster response management and humanitarian assistance. Aligns standard operating procedures with USAID/BHA policies and new developments in international humanitarian operations. Coordinates among USAID/BHA leaders, offices, divisions, and other relevant partners to ensure consistency and agreement. Prepares and makes formal presentations to agency administrators, leadership, program managers, training administrators, and others regarding assigned programs. Assists in the monitoring of progress of the implementation of USAID/BHA’s competency framework for disaster response, and related workforce development programs, and provides direction and counsel to Responsible Units. Identifies, coordinates, and maintains resources in support of USAID/BHA’s ability to successfully implement humanitarian response programs and operations, including technical aspects of programming, staff response readiness, and response. Maintains readiness to serve for the bi-annual on-call disaster response team rotation, which can activate on 12-hours notice, and other response service requirements. Maintains readiness for international deployment at the discretion of USAID/BHA Responsible Units and the DASP/AD or Acting. Maintains an ongoing relationship with the National Wildfire Coordinating Group (NWCG) aimed at accessing lessons learned and adapting existing interagency systems for competency-based position management to the USAID/BHA context.

Qualifications

Selective Placement Factor: Has experience using the US Agency for International Development's Response Management System, the National Incident Management System, the Incident Command System, and/or the Multi-Agency Coordination Systems to achieve positive humanitarian outcomes in civilian international disaster response. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Serving as a program specialist for international disaster response and/or civilian humanitarian assistance; and/or assisting International Programs with Disaster Assistance Support Program (IP/DASP); and/or participating in the bi-annual Response Management Team (RMT) rotation; and/or coordinating and maintaining resources in support to successfully implement humanitarian response programs and operations. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as two or more of the following: Serving as an organizational program specialist or project manager for a variety of projects related to US Agency for International Development, Bureau for Humanitarian Assistance systems, methodologies and procedures for international disaster response and civilian humanitarian assistance; and/or coordinating, planning, developing, implementing, and evaluating USAID/BHA workforce management for disaster response in close collaboration with USAID/BHA's Responsible Units; and/or implementing technical or operational aspects of disaster response or civilian humanitarian assistance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
