About the Position: Serve as a staff advisor to the Command Staff and District staff principles on matters relating to civilian workforce management. Serve as an assistant to the Workforce Management Administrator. Advise or guide managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision. Relocation and Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

Advise District personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions. Act as the assistant liaison with the Civilian Personnel Advisory Center (CPAC), the South Pacific Division (SPD), and the District Command Executive Office. Identify staffing trends, anticipated vacancies, and retention deficiencies to develop short- and long-range staffing requirements and plans. Monitor and track all requests for personnel actions (RPAs) for the activity. Advise the Commander and staff on the Defense Performance Management and Appraisal Program (DPMAP) program and various award programs. Administer the Awards program which includes performance, honorary, service and retirement awards.

Minimum Qualifications for the GS-09: Specialized Experience: One year of specialized experience which includes reviewing and maintaining records, such as administrative and personnel documents; analyzing data; and creating reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, Organizational Development, or a related discipline to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes advising management on organizational resources, policies, and procedures; reviewing and monitoring personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, Organizational Development, or a related discipline to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
