The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Traffic Management Branch, Installation Logistics Support Division, Air Force Installation and Mission Support Center.
Duties
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements
Exercises supervisory personnel management responsibilities by directing, coordinating and overseeing work through subordinate supervisors
Establishes, develops, and maintains effective working relationships with all levels of management throughout the Air Force; represents AFIMSC as the traffic management functional expert and is the focal point for Installations, MAJCOMS, COCOMS, HQ Air Force, inter-service agency and DoD activities for transportation/traffic management requirements
Serves as the authoritative, technical expert and focal point on enterprise wide traffic management and transportation policies, operations, and requirements. Provides technical advice and counsel pertaining to transportation federal laws, entitlements, governance pertaining to the movement of DoD uniformed, civilian personnel, families, and government materiel

Field.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized experience includes that I have at least one year of specialized experience at the GS-13 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). Specialized experience is defined as: Experience applying a wide range of complex concepts in transportation, cargo and passenger movement, logistics automation, and financial management as it relates to the effective and efficient delivery of Traffic Management services. Experience developing, executing, and interpreting rules, guidance, procedures, and policy to enable implementation of the Traffic Management Program enterprise-wide, and ensure compliance with Federal law and DoD directives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of traffic management, transportation and distribution processes that involve developing comprehensive, sound policies and procedures in support of Air Force global operations; expert knowledge of Air Force transportation policies, procedures, practices and concepts; ability to develop and interpret policies, procedures and guidelines.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing
Knowledge of and the ability to interpret laws and governance pertaining to moving personnel and materiel
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
