The primary purpose of this position is to provide technical advice and guidance to the Chief, Quality Assurance, and Senior leadership, assessing (AOR)'s capability to perform key logistics processes overseeing thousands of carriers, non-temporary/ in-transit storage, and Direct Procurement agents in support of all Department of Defense (DoD) components.

Duties
Manages TSP Performance, including: employs statistical analyses, reviews technically subjective standards, isolate performance trends and requirements necessary to maximize program execution/efficiency. Collates data to evaluate performance and prepares/documents program analysis.
Serves as unit transportation representative, while collaborating with industry representatives to obtain information needed to clarify terms or provisions of individual proposals.
Serves as unit's primary Contracting Officer Technical Representative (COTR). Manages, monitors, documents performance.
Staffs/manages unit's actions in response to unusual occurrences, such as: natural disasters, strikes, labor disputes, work stoppages, civil disturbances, unlawful entries, vandalism, theft, seizure facility/equipment for failure to pay just debts, closure of facility due to a court order, failure/cessation of operations/bankruptcy, mold prevention/remediation, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions, Traffic Mangement Series 2130
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, operating a transportation system to provide common carrier types of services to shippers, and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. or Possession of a certificate as Certified Member, American Society of Transportation and Logistics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Practical knowledge of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging requirements as are involved air, motor, rail, and water movements. Constructive knowledge of the transportation concepts, principles, and methodology applicable to the personal property shipping program in order to evaluate day-to-day operations to ensure quality of service is efficient/economical. Participates with contracting office and private industry to procure the best quality, rates and terms for shipping/storage contracts within the regional area of responsibility and resolve problems; inspects/evaluates contractor performance in shipping, storage, and facilities; authorizes the payment for services provided. Viable knowledge of a range of analytical processes to autonomously measure carrier service and identify negative trends. Active knowledge of regionalized traffic program operations, to independently analyze operating conditions and to recommend improvements to determine efficiency and effectiveness of the operation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies.
2. Knowledge of safety and security regulations, practices, and procedures
3. Knowledge of government and multi-service/U.S. Coast Guard transportation regulations, policies and guidelines, including Comptroller General Decisions and traffic management policies and procedures
4. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate.
5. Skill and ability to utilize technical and functional expertise and experience when recommending solutions to Federal Acquisition Regulation (FAR) based contract and Tender of Service-related issues, transportation problems, using analytical and evaluative methods.
6. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions. Also, have the ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
