The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.

Duties

Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Reviews and directs the progress of contractors in meeting program objectives. Represents the organization at executive levels within the Government and to contractor/industry representatives. Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials.

  • Acquisition Position: This position is an acquisition coded position. Selectee must complete required certification level (2) in Program Management within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (NH-02), pay band or equivalent. Specialized experience is described as applying analytical and evaluative methods and techniques to assess program development or execution; identifying resources to accomplish project/program goals; experience in fact finding and investigative techniques; having knowledge of principles, policies, legal requirements and practices of contract management in order to plan, organize and manage critical aspects of the production of contracts/contractors; knowledge of activities and purpose of contract support personnel and ability to coordinate such aspects of contracting, program control, to effectively implement contract management and direction. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
