Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Quality Assurance
The following are the duties of this position at the full working level.
Represents the SCR in contacts with other IRS officials, representatives of other agencies, and officials from the private sector regarding cross-functional or building/geographic area-wide administrative support matters and initiatives. Provides key linkage/coordination between customers and providers in ensuring cross-functional support activities and initiatives are carried out. Serves as the primary liaison with service providers requiring information about activities impacting multiple functions within a single location.
Serves as the SCR's problem solver for identifying, analyzing, and resolving building/ geographicarea-wide or multifunctional problems/issues. Develops solutions/courses of action that ensure all related issues are identified and effectively integrated across functional lines as appropriate. Ensures that the appropriate senior leadership/managers or other service providers are alerted of any emerging issues, systemic problems, developing trends, etc. As necessary, coordinates with service providers to implement solutions/courses of action.
Coordinates building/geographic area-wide or cross-functional administrative activities and initiatives. Continually studies, analyzes, and anticipates building/geographic area-wide program activities, initiatives, and/or requirements. As needed, may coordinate the development of action plans and schedules for initiating multiple cross-functional projects, including projected personnel, equipment, and/or budget requirements.
Establishes criteria for measuring degree of project achievement and customer satisfaction. Analyzes plans to ensure consistency with Service goals and policies while meeting customer needs and expectations. Provides briefings and prepares comprehensive reports to keep the SCR, other managers, and NTEU (National Treasury Employees Union) officials apprised of all facets relative to cross-functional program initiatives and projects.
Provides advice and feedback to the SCR on critical, sensitive, or confidential matters relating to cross-functional governance issues. Consults with senior management within the business units serviced on critical organizational and management issues impacted by administrative support activities. Works directly with executives, managers, service providers, and NTEU officials to ensure issues impacting on multiple functions are identified and resolved in a timely and appropriate manner.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05, in Federal service. Specialized experience for this position includes: Demonstrated knowledge of administrative support services and operations in carrying out project assignments. Examples include identifying and analyzing building/geographic problems or issues; providing or obtaining a variety of management services essential to the operation of an organization; coordinating services between customers and providers ensuring support activities are carried out.
OR
You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study.
OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
SPECIALIZED EXPERIENCE FOR GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in Federal service. Specialized experience for this position includes: Demonstrated knowledge of administrative support services and operations in carrying out project assignments. Examples of experience includes identifying and analyzing building/geographic area-wide or multi-functional problems or issues; providing or obtaining a variety of management services essential to the operation of an organization; coordinating services between customers and providers in ensuring support activities are carried out; conducting analytical studies of processes, operations, and/or management services; experience with time management program requirements.
OR
You may substitute education for specialized experience as follows: a master's or equivalent graduate degree.
OR
2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as business administration, public administration, or general management in an accredited college or university. OR LL.B. or J.D., if related.
SPECIALIZED EXPERIENCE FOR GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 in Federal service. Specialized experience for this position includes experience sufficient to demonstrate accomplishment of administrative support services and operations assignments that required a range of knowledge of management principles and techniques, and basic project management techniques. Examples are experience providing or obtaining a variety of management services essential to the direction and operation of an organization. Experience identifying, analyzing, and resolving building/geographic area-wide or multi-functional problems or issues. Experience providing or obtaining a variety of management services essential to the operation of an organization. Experience coordinating services between customers and providers in ensuring cross-functional support activities and initiatives are carried out. Experience conducting analytical studies of processes, operations, and/or management services to evaluate program effectiveness and/or to recommend improvements to management processes and systems for service deliverables. Experience with time management program requirements.

You may substitute education for specialized experience as follows a Ph.D. or equivalent doctoral degree in a field of study such as business administration, public administration, or general management.
OR
3 full years of progressively higher-level graduate education leading to a doctoral degree in a field of study such as business administration, public administration, or general management. OR LL.M., if related
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
