Duties

Typical work assignments include: Provides staff advice and guidance to the regional office with oversight of the regional Business Support Group. Supports supervisor and staff by producing draft presentations and fact sheets. Works cooperatively with diverse stakeholders, including relevant task forces, working groups, and committees to include Federal mission partners, state, local, tribal, and territorial, and private sector and international mission partners. Conducts briefings on special projects and sensitive administrative programmatic issues. Responsible for working with headquarters-designated construction project manager on current and future office requirements. Provides support establishing and maintaining the office or building Occupant Emergency Plan, in conjunction with building property management. Develops and implements administrative policy guidance and standing operating procedures and advises the Executive Officer and senior management of the status of programs. Plans and conducts a variety of comprehensive, complex projects and studies; creates business and management practices for application of programs and operations; administers program policies, regulations, goals and objectives; and manages performance management system for assigned personnel. Supports the Regional Resiliency Assessment Program and other assessment activities and provides project management of critical infrastructure security operations within the region. Monitor's problem areas, identifies shortfalls, and works with Executive Officer to oversee implementation of solutions to problems. Establishes fleet program for regional office; develops and creates maintenance records and standard operating procedures for vehicles in accordance with agency guidance.

Requirements

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Identifying and understanding human resource processes to include on-boarding/off-boarding employees; and Providing analysis and advice to senior management on the evaluation of government programs and operations; and Managing multiple office administrative systems and tasks including travel, overseeing the Executive Secretariat process, shipping and receiving, Web Time and Attendance, Human Capital, Performance and Learning Management System, fleet vehicle management, and liaison to facility management; and Working with SAMS (Sunflower Asset Management System). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
