Serves as the Deputy Chief, Flight Projects Office, with the primary responsibility for overall management involving planning, directing, and coordinating the work of a group of professional engineers, including technical experts and scientists in a specialized field. Type of work is complex in nature depending on scope and difficulty of program or project. Provides leadership and direction in providing oversight and guidance. Represents the Directorate or agency in committees, and meetings.
Duties
Lead and coordinate the planning/organization/direction of the Launch Services Program (LSP) mission management efforts to meet the
requirements in NASA Policy Directives (NPD) 8610.23 and 8610.7 for successful launch of NASA LSP missions.
Define and assign work and accompanying milestones, evaluate the organization and employee accomplishments by accepting or rejecting work
products, and present and defend organization and employees’ work to senior management and other offices.
Provide leadership in the execution of mission management, project management and is the direct interface with LSP spacecraft customer and
stakeholder(s).
Develop policy for NASA LSP to assure consistency in project management, mission integration, systems engineering, and process oversight,
and ensure timely communication across the many elements of the Program, its contractors and customers.
Support the Flight Projects Office Chief in the development of strategic initiatives and assigned projects by providing project management and
technical leadership for the Mission Managers.
Recommend employee promotions and recognition; approve leave; implement performance modifications and take corrective actions as
appropriate.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14, they will be temporarily promoted to the GS-15 level.
- A one-year supervisory probationary period may be required.
Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing technical management and direction of contracts involving the design, development, integration, test, evaluation and operation of flight systems or spaceflight missions;
Providing insight/oversight of commercial launch vehicle processing for Government payloads including the design, operation, test, and checkout of commercial launch vehicle mission design analysis;
Leading engineers that manage integration of spacecraft to launch vehicles; including all phases of the satellite and launch vehicle development, design, and operational requirements definition, hardware and software development, testing, verification, and operations processes.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
