Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to as a lead test engineer in the Squadron with responsibility to perform test and evaluation of C4ISR systems.

Duties

Performs a broad range of C4ISR and weapons systems test/assignments, documenting test methodologies and directives, and evaluating the effectiveness of advanced C4ISR and weapons systems testing, related equipment, resources, and force structures. Provides technical guidance, advisory support, resource management, and assistance on an entire test project and/or major phases for broad and varied operations. Attends meetings, conferences, briefings, and seminars related to test program planning/execution, advanced technologies, and support system concepts. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

  • This is an acquisition coded position. Selectee must complete required certification level 2-Practitioner in Engineering and Technical Management within 24 months of assignment.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft. The incumbent of this position may be required to work overtime or an irregular work shift.
  • This position may be designated as an acquisition position covered by the Acquisition Professional Development Program (APDP). The incumbent must be able to obtain and maintain the appropriate certification(s) for the position.
  • The employee must meet, or be capable of meeting, the Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of this position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional Engineering Positions located here, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENTS FOR 0801: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specified academic courses 4. Related curriculum SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, coordinating, and managing all aspects of programs through application of professional knowledge and skill in environmental engineering or scientific practices, processes, and techniques; weapons systems test/assignments, documenting test methodologies and directives, and evaluating the effectiveness of advanced C4ISR and weapons systems testing, related equipment, resources, and force structures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Requires a bachelors degree in a major engineering discipline. Advanced degree desired. Knowledge of a broad range of C4ISR and weapons systems test techniques and possession of analytical abilities. Skill to negotiate and/or defend findings and program support concepts. Ability to lead test teams; originate new ideas, projects and methodologies; and support the execution of test projects and/or studies within established financial and/or time constraints. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
