This position is located in the Defense Commissary Agency (DeCA) Headquarters, Chief of Staff Office, Security Division. The incumbent serves as a Personnel Security Specialist, performing a variety of tasks in support of the personnel security program within the Chief of Staff Office. Responsible for providing security clearance adjudication services to all military and civilian personnel
assigned to the Agency.
Duties
Independently reviews and processes routine initial security and/or periodic re-investigation requests and ensures the requests are justified and valid.
Evaluates provided information of the accused personnel and determines if it needs to be forwarded to the Consolidated Adjudication Services (CAS) and the Office of Personnel Management (OPM) for consideration in granting a clearance and/or other personnel actions.
Requests, receives, and receipts for dossiers and reports of investigation from local, county, state, and federal investigative agencies.
Maintains statistics on the number and types of clearance requests, granted clearances, expiration dates, and status of period re-investigations.
Independently researches complaints regarding security clearance actions and works to resolve them quickly, referring to a higher-grade specialist for assistance as needed.

To qualify at the GS-11, applicants must possess at least one year of specialized experience at the GS-09 grade level (or equivalent) by the closing date of this announcement OR a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. This experience may have been gained in the private or military sector.
Examples of qualifying specialized experience:
Fingerprints personnel and confirms they are eligible and classifiable by the Federal Bureau of Investigation (FBI) and other civilian and military law enforcement agencies.
Assists individuals with attaining specialized requirements for access to classified information and grants interim security clearances until requirements have been met.
Reviews outgoing material for proper classification and format prior to release and/or transmission.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Physical requirements: The work is sedentary and is usually accomplished while the incumbent is comfortably seated at a desk, table or computer terminal. Some walking and standing may occur in a normal workday in connection
with travel to and attendance at meetings away from the work site.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-11: You must have 52 weeks of Federal service at or equivalent to GS-9.
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
