This position serves as a critical part of a Quality Management team and is responsible for conducting comprehensive audits and quality reviews of internal Human Resources Service Center (HRSC) operations to ensure compliance with Federal statutes, VA policies, OPM guidance, and other legal and regulatory requirements. This position is instrumental in development and enforcement of effective internal controls.

Duties

This position is an HR Specialist with an emphasis in Quality Assurance work. As a Quality Assurance Specialist within the HRSC Quality Management program, you will be at the forefront of shaping and ensuring the integrity of our HR operations. This role offers a unique opportunity to lay the groundwork in support of the continued improvement and excellence of our HR services, where your work will directly impact the efficiency, compliance, and effectiveness of our operations both internally and across various VA offices. In this position, you will lead comprehensive audits and quality reviews, ensure our processes meet the highest standards as dictated by OPM requirements, VA policies, and the HRSC internal control framework. Your insights and recommendations will be pivotal in driving improvements, identifying trends, and implementing best practices that will enhance the overall performance of our HR functions. Moreover, you will play a crucial role in overseeing and guiding the HR operations of external offices, ensuring that they align with our rigorous standards. By developing robust monitoring systems and acting as a liaison between HRSC and other staff offices, you will ensure a consistent, unified approach to HR practices across offices under our purview. Your ability to communicate findings effectively will be critical as you present your analyses and recommendations to senior leadership. Beyond oversight, you will be a catalyst for change, leading process improvement initiatives that address inefficiencies and technical errors. Your work will not only improve compliance with GAO Green Book standards but also strengthen our internal controls, ensuring that the enhancements you implement have a lasting impact on the quality of our HR services. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: General HR Specialist Functions: Performing the regular duties of an HR Specialist in areas such as staffing, recruitment, and classification, which require a robust knowledge of HR functions and regulations. This includes taking the requirements and goals of customers and assisting in the achievement of these goals through effective HR solutions. HR Compliance and Auditing: Assisting in audits and quality reviews of HR processes, supporting the adherence to Federal statutes, agency policies, and regulatory requirements, and contributing to the development and implementation of quality control measures aimed at improving operational accuracy and efficiency. Process Improvement in HR Operations: Supporting initiatives to identify inefficiencies within HR processes, participating in the analysis of audit findings, and assisting in the recommendation and implementation of process improvements that enhance compliance and operational effectiveness. Oversight of HR Functions Across Multiple Units: Providing support in the oversight and guidance of various HR offices or units, aiding in the consistent application of HR policies and practices, and helping to develop monitoring systems to evaluate performance. Liaison and Coordination Role: Assisting in liaising between HR and other organizational units, facilitating communication, and helping to ensure alignment of HR functions with strategic goals and regulatory requirements across different departments. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: HR Compliance and Auditing: Conducting detailed audits and quality reviews of HR processes, ensuring adherence to Federal statutes, agency policies, and regulatory requirements, while developing and implementing quality control measures to improve operational accuracy and efficiency. Process Improvement in HR Operations: Leading initiatives to identify and resolve inefficiencies within HR processes by analyzing audit findings, recommending corrective actions, and implementing process improvements that enhance compliance and operational effectiveness. Oversight of HR Functions Across Multiple Units: Providing oversight and guidance to various HR offices or units, ensuring consistent application of HR policies and practices, and developing monitoring systems to evaluate performance. Liaison and Coordination Role: Serving as a liaison between HR and other organizational units, facilitating communication, and ensuring alignment of HR functions with strategic goals and regulatory requirements across different departments.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
