The primary purpose of this position is to assist in the planning, management, and administration of comprehensive year-round youth recreation programs and the facilities used in conducting the activities at Buckley Air Force Base.

Duties

Assists in the planning, direction, organization, and management of diverse, multi-faceted, and comprehensive youth programs which include the Boys and Girls Club of America 5 core program areas of Character and Leadership Development, Education and Career Development, Health and Life Skills, the Arts and Sports, Fitness and Recreation, and the 4H program especially as the 4H Community Program Leader. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Manages two Government Purchase Card accounts with funds delegated from the Youth Center Director. Determines adequacy of facility and equipment; monitors repair and maintenance of facilities and equipment. Plans and coordinates recurring and non-recurring activities, special events, and joint military and civilian community undertakings to make maximum use of facilities, services, and other resources.

  • May be required to work an uncommon tour of duty, including nights, weekends, and holidays to meet program requirements.
  • May be required to travel by military or commercial aircraft when performing temporary duty (TDY).
  • Requires the operation of personal or government vehicles. A valid driver's license is required. A current driving record check will be conducted upon hire and annually thereafter.
  • May require physical dexterity and ability, heavy physical exertion, and exposure to hazardous materials.
  • A pre-employment physical/medical examination is a condition of employment.
  • A Bachelor's degree in a recreation, youth development, education, or related field is desired.
  • Must complete all mandatory training and requirements IA W AFI 34-249 Air Force Youth Programs to include satisfactory criminal history background checks (National Agency Checks and Inquiries), (Cont'd Below)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a typical and conventional basic youth activities program, which knowledge enables the employee to plan and conduct a variety of youth recreation activities and services. Knowledge of a wide range of the principles, concepts and techniques of programs for youth. Knowledge of program and facility management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase. OR EDUCATION: Successfully completed one full academic year of graduate-level education with a major study in a subject area related to the position to be filled OR I have a bachelor's degree in a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a typical and conventional basic youth activities program, which knowledge enables the employee to plan and conduct a variety of youth recreation activities and services. 2. Knowledge of a wide range of the principles, concepts and techniques of programs for youth. 3. Ability and skill in teaching and communicating effectively with others, both orally and in writing; to promote and report on the program, train staff and volunteers, resolve problems and answer questions relating to the program. 5. Skill in preparing program evaluations and facility administration; managing financial and physical resources of youth programs; and effectively organizing and utilizing available resources within a program framework. 6. Skill in working with a team composed of professionals, paraprofessionals, volunteers, and parents. Ability to train individuals effectively or to find an appropriate venue for such training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
