This vacancy is for a Program Director (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce.
Duties
The Recompete program is an economic development initiative that will provide grant funding to distressed communities across the country to create and connect workers to good jobs and support long-term comprehensive economic development by helping to reduce the high, prime-age (25 to 54 years of age) employment gap.
As a Program Director (Public Notice Flyer), you will provide:
Program Implementation Oversight: Oversee the strategy and implementation of all assigned program.
Conduct outreach to build awareness, educate and provide technical assistance to potential applicants, particularly those from underserved communities;
Develop and implement a grant review process to review and evaluate application and select awardees in a transparent, consistent manner;
Announce awardee for the various grants, as well as appropriately notifying all applicants of their status, including informing key stakeholders (e.g., Congress, other federal agencies).
Provide technical assistance to applicants and awardees to ensure maximum participation in EDA programs
Project Management: Effectively run a project management team and office that will continually have a pulse on the status, metrics, success, issues, barriers, etc. of the various programs.
Regularly maintain an up-to-date dashboard on the key metrics to monitor progress and potential issues for the programs;
Appropriate action to address issues or escalating issues with the implementation of any programs;
Effectively coordinate grant management processes and decisions across programs.
Ensure all grant funds are distributed in a timely and effective manner.
Team Management: Oversee and manage a team of up to 10 direct reports and coordinate with a team to effectively implement EDA's programs.
Effectively work with and assign tasks to indirect reports.
Outreach and Communications: Oversee the outreach and communications strategy and implementation for the programs.
Manage the team that will execute the outreach and communications plan
Ensure outreach and communications aligns with overall priorities.
Ensure outreach and communications is designed to reach historically underserved communities.
Measurement and Evaluation: Develop and implement systems and processes to measure and evaluate the effectiveness of the various programs
Develop metrics t track and monitor the effectiveness of each program
Develop putting in place a process to collect the key data and metrics to evaluate effectiveness of programs
Determine a means t take the data collected and package in a format for external use
Financial Management and Budget: Work closely with the CFO's office to manage the finances and budget for the programs and ensure the program stays within budget and has sufficient resources to be effectively carried out.
Risk management and Compliance: Develop, implement, and oversee the risk management and compliance functions for the programs to reduce risk, mitigate fraud, waste and abuse and ensure compliance with appropriate regulations and laws.
Stakeholder Management: Effectively build and maintain relationships with key stakeholders:
Applicantsand grantee organizations
Special interest groups (e.g., minority-focused groups, economic development organizations, trade associations)
Congress
Other offices and bureaus within Department of Commerce
Other federal agencies
White House
Leaders and researchers
Equity Prioritization: Ensure with all implementation, programs and processes, EDA prioritizes equity.
Investing in economic development planning or implementation projects that advance equity across America through investments that directly benefit:
One or more traditionally underserved populations, including but not limited to women, Black, Latino, and Indigenous and Native American persons, Asian Americans, and Pacific Islanders or
Underserved communities within geographies that have been systemically and/or systematically denied a full opportunity to participate in aspects of economic prosperity such as Tribal Lands, Persistent Poverty Counties, and rural areas with demonstrated, historical underservice.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-15 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience:
Developing, issuing, and implementing policies, regulations, and other guidance agency wide
Providing recommendations on methods and techniques for program improvement
Reviewing and providing mission, goals, guidelines; and program and operational risks on overall objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
