Duties

The Supervisory Social Worker - Veterans Justice Outreach (VJO)/Healthcare for Reentry Veterans (HCRV) is part of the Health Care for Homeless Veterans (HCHV) Program. The Supervisory Social Worker coordinates program implementation with multiple clinical services across all campus locations within the VA Long Beach Health Care System (HCS), including but not limited to: HCHV, Social Work Service, Nursing, Primary Care, and Mental Health. Requires an advanced level of knowledge and understanding of the services and benefits available from community, State and Federal agencies. Provides psychosocial assessments, case management services, continuous quality improvement activities, evaluation/consultation, placement services, and referrals. Provide additional linkage to various community agencies for Veterans who are within six-months of release from correctional institutions and/or are being monitored by the courts, including treatment or problem- solving courts. Meets with judges, officers of the court, correctional administrators, and staff on a regular basis to design and/or maintain appropriate policies and procedures required for each setting. Attend justice system staff trainings relevant to working with offenders and high-risk populations and represents the VA at community meetings, seeking or maintaining membership on relevant boards, councils, workgroups, and task forces. Conducts active outreach to Veterans involved with the justice system, including those who may be participants, or candidates for participation, in treatment court programs, including Veterans Courts. Identifies and interviews justice-involved Veterans in the appropriate setting to conduct needs assessment and determine appropriate referrals, linkage and coordination for VA and non-VA services to enhance function in the community, including in transition from jail or prison. May perform work in maximum, medium, or minimum-security correctional institutions usually under a "no hostage" policy. There is ongoing exposure to individuals with psychiatric and physical illness and disabilities, which can include acute infections, violent or aggressive behavior, or chronic psychiatric and medical problems. Collaborates with county probation officers, prosecutors, public defenders, retained defense counsel, and parole officers as appropriate to develop a post-release plan and/or community-based alternatives to incarceration. Participates in development of a treatment plan for each Veteran contacted through outreach. The treatment plan includes individualized goals and measurable objectives based on relevant psychological, medical, and psychiatric information. Documents contacts with justice-involved Veterans using charting in progress notes in CPRS and appropriate evaluation tools developed for justice outreach and follows standard procedures regarding the transmission and storage of documents with Veterans' individually identifiable information. Must be able to obtain security clearance to enter court and correctional facilities. Other duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a Master's Degree in Social Work from a school of Social Work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of Social Work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A Doctoral Degree in Social Work may not be substituted for the Master's Degree in Social Work. Verification of the degree can be made by going to the CSWE website to verify that the Social Work degree meets the accreditation standards for a Master's of Social Work. Licensure. Persons hired or reassigned to Social Worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice Social Work at the Master's Degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 The candidate must have at least one year experience equivalent to the GS-11 grade level. Must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Preferred Experience: Prior experience working in hospitals, clinics, mental health setting, community settings. Experience with substance use, managing complex cases (particularly with vulnerable populations). Experience working with the justice system such as correctional facilities, probation offices, or reentry programs, understanding of legal processes, the VA system, and community outreach. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the applicant or others. The Supervisory Social Worker requires use of federal vehicles for the delivery of community-based services. They must be medically cleared and trained before operating a federal vehicle, pursuant to VHA Directive 2008- 020. All Social Workers who are required to use federal vehicles for their duties are REQUIRED TO BE CERTIFIED as an Incidental Driver. The Supervisory Social Worker may require a history review and if pertinent issues, may need to submit to a physical to be certified as an Incidental Driver. VA's are required to have current employee's and new hires who operate government vehicles and/or transport Veterans participate in periodic examinations every three - four years. As part of the certification, Incidental Drivers are required to be evaluated or examined as determined by the Occupational Health Examiner. There are no specific required lab tests however, during the medical history taking exam, the Examiner is required to evaluate any condition reasonably and adequately before providing the medical clearance. If the Supervisory Social Worker has a chronic medical condition that may impact safe use of a federal vehicle, the Examiner may ask the employee to be examined or for copies of the treating doctors' notes. The position requires walking throughout the VA Long Beach HCS and clinics, community agencies, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans .and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
